City of West University Place Municipal Water Report Info

The concept for West University Place began in 1910 when Ben W. Hooper, then Governor of Tennessee, envisioned a community of country homes southwest of Houston. He purchased land from an old Spanish grant that had been surveyed by A.C. Reynolds.

The Houston West End Realty Company, led by President A.D. Foreman, developed the first addition and released lots for sale on April 1, 1917. The area was named "West University Place" due to its proximity to Rice University.

Early development faced significant challenges. When Houston declined to extend utility infrastructure to the small community, Foreman invested $100,000 of his personal funds to bring electrical, water, and telephone services to the area. By 1923, only 40 families resided in what was then a poorly drained swampland.

In those early years, lots measuring 100 by 200 feet sold for $1,000, with homes required to cost at least $2,500. Properties facing Buffalo Speedway and Bellaire Boulevard had higher minimum construction requirements of $4,000 and $5,000 respectively.

Frustrated with muddy streets, inadequate drainage, and lack of schools and fire protection, residents organized a series of town meetings that led to the city's incorporation in 1924. For many years, city leaders prioritized infrastructure development, establishing streets and essential services including:

  • Garbage collection
  • Natural gas supply
  • Police and fire protection
  • Postal delivery
  • Sewage disposal
  • Water supply

The community's first park, Wier Park at Belmont and Sunset, was established in 1930. Most parkland was donated by early residents and developers. Today, West University Place maintains six developed parks, with expansion of Colonial Park (the largest) continuing through acquisition of surrounding properties.

In 1939, the city demonstrated confidence in its political maturity by declining to merge with Houston. The first City Charter was adopted in 1940.

Over the decades, West University Place has evolved into one of the region's most desirable neighborhoods. Urban-minded residents and responsive local government, combined with proximity to major business, educational, cultural and scientific centers, have contributed to steadily increasing property values.

Today, West University Place has transformed from its humble beginnings into a stable yet dynamic model city that balances rich traditions with thoughtful progress.
