About Us
We're pleased to present this year's Annual Municipal Water Quality Report. This document is designed to inform you about the quality water and services we deliver to your home daily.
Our mission is to provide safe, dependable water, and we want you to understand the efforts we make to continuously improve our water treatment processes and protect our valuable water resources.
Where Does Our Water Come From?
Our municipal supply comes from surface water sources at Piney Bay and Spadra Creek. These natural reservoirs provide the foundation for our local water system.
Is Our Water Source Safe?
The Arkansas Department of Health has completed a Source Water Vulnerability Assessment for our facilities. This assessment evaluates potential contamination risks and serves as the basis for our source water protection planning. Our water sources have been rated from low to high susceptibility for contamination based on multiple environmental factors.
Understanding Potential Contaminants
As water flows over land or through the ground, it dissolves naturally occurring minerals and can pick up substances from human and animal activity. Potential contaminants include:
- Microbial contaminants (viruses, bacteria) from sewage treatment, septic systems, and wildlife
- Inorganic contaminants (salts, metals) from natural sources or urban runoff
- Pesticides and herbicides from agriculture and residential use
- Organic chemicals from industrial processes and petroleum production
- Radioactive materials that may occur naturally or result from human activities
Health Considerations
While all municipal water contains trace amounts of some contaminants, this doesn't necessarily indicate health risks. However, certain populations may be more vulnerable, including immunocompromised individuals, cancer patients, organ transplant recipients, elderly people, and infants. These individuals should consult healthcare providers about their drinking water options.
About Lead in Water
Elevated lead levels can cause serious health problems, particularly for pregnant women and young children. Lead typically comes from materials in home plumbing rather than the main water supply. To minimize exposure, run your tap for 30 seconds to 2 minutes before using water for consumption after it has been sitting for several hours.

Clarksville Light and Water (CL&W) is a municipally owned utility belonging to the citizens of Clarksville, Arkansas. The community has experienced steady growth over recent decades, with a population of 9,251 recorded in the last census.
The utility provides electric, water, and wastewater services to Clarksville residents on a retail level. CL&W stands out in two notable ways: it's one of only fourteen cities in Arkansas to own an electric utility, and it uses ozone as its primary water disinfection method instead of chlorine.
Currently, the electric system peaks at over 50 megawatts during summer months. CL&W serves more than 4,500 customers with a substantial industrial load despite serving a community of under 10,000 residents. A significant portion of their power supply comes from renewable energy sources.
While CL&W's water utility has 3,900 connected retail customers within city limits, they also supply eight wholesale water systems with their 16 million gallon daily capacity plant. This means they effectively serve approximately 28,000 people throughout the Arkansas River Valley region. The Wastewater division serves 3,600 customers.
The current management structure was established in 1947 when the City Council appointed a Utility Commission to oversee operations professionally. The Commission functions as a city agency, accountable to Clarksville citizens through the elected City Council. Commissioners serve staggered five-year terms without compensation and are responsible for managing the Light and Water Company in the best interest of Clarksville residents.
