If you haven't submitted written termination of service to the District, a minimum base rate may be assessed each billing period regardless of water usage. This covers fixed infrastructure costs that exist even when water isn't flowing.
How can I dispute a water bill?
First, contact the Administrative Office Monday-Friday (8am-4pm) to speak with a Customer Service Representative. They can typically resolve issues by reviewing readings or issuing a meter re-read service order. If your concern remains unresolved, submit a written statement to the General Manager through:

What if I can't pay by the Termination date?
If payment by the Termination date isn't possible, you may apply for a payment arrangement BEFORE service termination. This option is available twice per rolling 12-month period, subject to Management approval. Once water service is disconnected, payment arrangements cannot be made. We maintain a Resource list of organizations, churches, and agencies that may assist with utility payments under certain circumstances.
Can I get reimbursed for a water leak?
The District offers a one-time leak adjustment program per account lifetime. Submit copies of plumbing invoices and/or receipts showing parts purchased for leak repairs to the Administrative Office. You must sign our leak adjustment agreement acknowledging continued monthly payment requirements until the adjustment is approved or denied. Regular payment deadlines still apply. Leaks resulting in less than 1,000 gallons of water loss don't qualify for adjustment.
