We're pleased to present this year's Annual Municipal Water Quality Report. This document highlights the quality of water and services we deliver to your home daily. Our goal is to provide you with safe, reliable municipal water, and we want to keep you informed about our ongoing efforts to improve water treatment processes and protect our valuable water resources.

Where Does Our Municipal Water Come From?
Our supply comes from 10 wells that draw from the Alluvial (Quaternary System) Aquifer and feed three water treatment plants. Like all water sources (both tap and bottled), our supply originates from rivers, lakes, streams, ponds, reservoirs, springs, and wells.

How Safe Is Our Water Source?
The Arkansas Department of Health has conducted a Source Water Vulnerability Assessment for our utility. This assessment rates our water sources as having medium to high susceptibility to contamination based on various criteria. You can request a summary of this assessment from our office.

Potential Contaminants in Municipal Water
As water travels over land or underground, it dissolves naturally occurring minerals and can pick up substances from animal presence or human activity. Contaminants potentially present include:

  • Microbial contaminants (viruses, bacteria) from sewage treatment, septic systems, agricultural operations, and wildlife
  • Inorganic contaminants (salts, metals) either naturally occurring or from urban runoff, wastewater discharges, oil/gas production, mining, or farming
  • Pesticides and herbicides from agriculture, urban runoff, and residential uses
  • Organic chemical contaminants including synthetic and volatile organics from industrial processes, petroleum production, gas stations, urban runoff, and septic systems
  • Radioactive contaminants, either naturally occurring or resulting from oil/gas production and mining

Health Considerations
All municipal water, including bottled water, may reasonably contain at least small amounts of some contaminants. This doesn't necessarily indicate a health risk. However, certain populations may be more vulnerable, including immunocompromised individuals, cancer patients undergoing chemotherapy, organ transplant recipients, people with HIV/AIDS, the elderly, and infants. These individuals should seek advice from healthcare providers about their water consumption.

Lead and Municipal Water
If present, elevated lead levels can cause serious health problems, especially for pregnant women and young children. Lead typically comes from materials and components in service lines and home plumbing. While we provide high-quality water, we can't control the materials used in plumbing components. To minimize potential lead exposure, flush your tap for 30 seconds to 2 minutes before using water for drinking or cooking. Mission Statement
The Forrest City Water Utility aims to provide quality potable water and wastewater collection/treatment to Forrest City citizens that meets all standards set by the Arkansas Department of Health and Human Services, Arkansas Department of Environmental Quality, and U.S. Environmental Protection Agency with professional service at an efficient cost.

Historical Development
According to historical records from April 1970 in the Forrest City Times Herald, Forrest City's water system has deep roots. General Nathan B. Forrest established a work camp on what is now Front Street to create a passage through Crowley's Ridge for the Rock Island Railroad. Evidence suggests Gen. Forrest installed a dug well with a screw-type pump powered by mules or horses. This early system included wooden water pipes extending from Washington and Front streets down to various locations in town.

System Evolution
These primitive wooden pipes, approximately eight inches in diameter with four-inch openings, were discovered during construction work in 1961 near North Rosser and Hill Street. After the town's establishment, residents relied on dug wells, cisterns, and manual pumps. Stuart Springs (also known as Norphleet Springs) at the end of East Arkansas Street was another important water source.

Municipal Ownership
By 1905, Forrest City owned its municipal water system, consisting of three 500-foot wells, a steam-operated pumping plant using air-lift technology, a 100,000-gallon brick reservoir, and two small elevated steel tanks. This facility on South Forrest Street behind the present County Court House served the community until 1921.

Modernization
From 1921 to 1955, the water plant operated from West Cross Street near the old light plant. This facility featured three deep wells and a treatment plant for softening and iron removal with a capacity of one million gallons daily. As Forrest City grew from a population of 7,607 in 1959, new facilities were constructed at the current plant location on North Division Street.

System Expansion
Under manager Nall Brantley (appointed April 1952), the city construction team installed 171,350 feet of water mains valued at $435,277.90 and 78,362 feet of sewer mains valued at $181,731.33 between 1952 and 1969. These figures exclude water and sewer mains built by contractors in various subdivisions.
