Frankfort Plant Board

On July 1st, 1943, the Frankfort Electric and Water Plant Board was established to manage both water works and electrical distribution systems. Over the decades, storage and distribution networks have expanded significantly as Frankfort grew and consumer demand increased.

In 1962, the reservoirs originally completed in 1886 underwent comprehensive renovation, receiving protective coverings and expansion to accommodate 9 million gallons of water. Construction of a new 18 million gallon water treatment facility began in 1970, reaching completion in 1975 and continuing operations today.

The Frankfort Plant Board maintains over 300 miles of distribution piping with approximately 10,000 valves, more than 1,600 hydrants, and over 15,000 meters. Additionally, six water tanks with pump stations ensure the delivery of safe, pure, potable water while providing essential fire protection to customers.

The Frankfort Plant Board Water Department remains committed to providing Frankfort and surrounding areas with high-quality water at the most economical cost possible. Serving over 40,000 people directly, our water reaches into Woodford, Anderson, Shelby, Scott, Henry, and Spencer Counties, impacting approximately 141,000 people daily. We operate around the clock to continuously serve the communities the Frankfort Plant Board supports.

1. What are your office hours? Our standard business hours are 8:00 a.m. to 4:30 p.m. Monday through Friday. We close daily from 11:30 a.m. to 12:00 p.m. for lunch.
2. Do you have a night deposit box? Yes. Our night deposit box is located just to the left of our drive-through window.
3. When is my bill due? Water bills are due upon receipt. The District allows until the 15th of each month by 4:30 p.m. before applying a 10% Late Charge, unless the 15th falls on a weekend or holiday, then payment is due the previous business day. If payment isn't received by 4:30 p.m. on the last business day of the month, both months of water must be paid in full. If payment isn't received by 8:00 a.m. on the first business day of the following month, a $75.00 fee will be added and your meter will be disconnected. For reconnection, you must pay for all water usage recorded through the disconnection date.
4. Do you offer a level pay plan? We don't currently offer a level-pay plan. However, you may pay extra in anticipation of high usage or travel periods, and the additional amount will be credited to your account and shown on your monthly water bill.
5. Is my meter read each month? Yes, we read meters monthly, typically beginning the week of the 19th, using a radio study system.
6. My water appeared white or milky temporarily. Is this a problem? No, these are simply tiny air bubbles that may result from a line break, seasonal temperature changes, or high usage periods. Air enters the water creating this milky appearance. Fill a glass, let it sit for a minute, and watch it clear. The water remains safe for all normal uses.
7. Is fluoride added to my municipal water? No, CCWWC does not add fluoride at its treatment facility.
8. Before digging, who should I contact to locate water mains in my area? Contact the Missouri One Call System at 1-800-344-7483.
9. How do I access my water meter? Use a wrench on the brass nut on the lid and turn counterclockwise one complete turn. Then pull the lid up. Remember to replace and secure the lid when finished.
