WATER AND SEWER SERVICE RATE INFORMATION
Sec. 1. Definitions. For the purposes of this order, the following terms shall have these meanings:
- "Apartment connections" refers to all multiplex residential connections served by a master meter.
- "Commercial connection" includes office buildings, hotels, retail stores, and other profit-oriented establishments that are not residential, apartment, or nonprofit connections.
- "Consumer" means any occupant of a residential, commercial, or industrial property within the district.
- "Delinquent bill" refers to water/sewer charges unpaid within twenty (20) days after billing.
- "Equivalent single-family connection" (ESFC) represents water and sewer usage measured in units equivalent to a single-family residence.
"Homeowner Association" refers to an organization primarily composed of property owners in a residential development that manages the community through a board of directors or similar governing body.
"Nonprofit connections" includes schools, churches, and other organizations providing services without profit intent.
"Operator" refers to the entity contracted by the district to maintain and operate the water system infrastructure.
"Residential connection" means any single-family dwelling or multiplex unit with individual metering.

Welcome to Northwest Harris County Municipal Utility District #5. Our district operates as a political subdivision of Texas under Chapters 49 and 54 of the Texas Water Code.
Established on December 3, 1974, our district currently encompasses approximately 2,642 acres, including 20 subdivisions and over 7,000 residences. We are committed to providing reliable water services to all community members within our service area.
