Somerset, Kentucky was initially settled in 1798 by Thomas Hansford and several Jaspers, naming it after their original home in Somerset County, New Jersey. The city was officially incorporated on February 17, 1887, though it had been established as the county seat back in 1802.
Early development began when city trustees raised $1,000 through public subscription to purchase a 40-acre tract from William Dodson, which includes the present Fountain Square. The town's first civic buildings were modest log cabins – the initial city hall and courthouse cost just $23 to construct, while the first jail stood where the First National Bank was later built.
By 1870, Somerset had grown to include a courthouse, jail, clerks office, six churches, an excellent school (Masonic College), seven stores, one hat shop, one drug store, three hotels, and offices for six lawyers and five physicians. The town's architecture evolved significantly, with the clock tower courthouse completed in 1874 being considered remarkable for its time.
Somerset today sits on the northeastern edge of Lake Cumberland, approximately 76 miles south of Lexington, 129 miles northwest of Knoxville, and 128 miles southeast of Louisville. The city covers 8 square miles with a population of 11,196, while the surrounding Pulaski County spans 653 square miles with 54,570 residents.
The area experiences a moderate climate with an annual mean temperature of 59.9°F, averaging 47.29 inches of rainfall and 12.60 inches of snowfall annually, at an average elevation of 974 feet.

My property taxes increased more than 2.5% over last year's bill. Isn't this a violation of Proposition 2.5? No, Proposition 2.5 applies to the total tax levy (total amount collected through taxation). Generally, the tax levy cannot increase more than 2.5% over the previous year's levy. However, this limitation doesn't apply to individual tax bills, which may increase or decrease by any amount in a given year.
What is the Fiscal Year and what is the effective date for taxation? The Fiscal Year runs from July 1st to June 30th, with January 1st being the effective date for taxation. A house built after January 1st isn't included in that fiscal year's tax bill. Conversely, property damaged or demolished after January 1st remains liable for the full fiscal year's tax since it existed on the January 1st assessment date.
- When Are Tax Bills Due? The City issues tax bills on a quarterly cycle. The Preliminary Tax Bill equals half the prior year's net tax plus 2.5 percent, divided into two payments (Quarters 1 and 2). The Third Quarter bill contains the actual property assessment and new tax rate. The first two quarter payments (if paid) are deducted from the total, with the remainder divided into two final payments.
I purchased my house recently. Why is the previous owner's name still on the tax bill? By law, Assessors must send tax bills to the owner of record as of January 1st of the tax year. The tax year runs from July 1st to June 30th. If you receive a Quarter 1 bill (due August 1st) but didn't own the property on January 1st, the Assessors must legally send the bill to the January 1st owner. As a courtesy, Assessors may address the bill to the previous owner "in care of" the new owner.
What do Assessors do? Massachusetts law requires Assessors to value all real and personal property within their community, from single-family homes to commercial businesses. Every three years, these values must be submitted to the state Department of Revenue for certification, with values maintained in intervening years. This ensures each property taxpayer contributes their fair share toward local government costs, proportional to their property's worth.
