Our system currently utilizes surface water purchased from the Fayetteville Public Works Commission and Harnett County Department of Public Utilities.

As of 04/2018, the North Carolina Department of Environment and Natural Resources (DENR), Public Water Supply (PWS) Section, conducted Source Water Assessment Program (SWAP) evaluations for all water sources across North Carolina. These assessments determine each source's vulnerability to Potential Contaminant Sources (PCSs).

The SWAP Assessment Reports include maps, background information, and susceptibility ratings (High, Moderate, or Low). Spring Lake's relative susceptibility rating was calculated by combining the contaminant rating (number and location of PCSs within the assessment area) with the inherent vulnerability rating of the water source.

My water usage seems unusually high. What should I check?

  1. Inspect toilets for leaks by adding food coloring to the tank. Wait 30 minutes. If color appears in the bowl, you have a leak. Flush several times to remove all coloring as it may stain your toilet.
  2. Check indoor faucets and outdoor spigots for drips or leaks.
  3. Examine all plumbing. Even hidden pipes may leak. Look for discoloration, moisture, or soft spots where pipes exit walls.
  4. Inspect appliances for potential leaks including dishwashers, garbage disposals, ice makers, and water softeners.
  5. Test water flow at your meter. Turn off ALL water in your home. Record the meter reading and flow indicator position. Don't use water for two hours, then check again. If the reading has increased, you likely have a leak. Many meters have a flow indicator triangle (red or white) that spins when water passes through.
  6. Contact BCWD to turn off your water meter before repairing any leaks.

I found a leak. Who's responsible for the repair?

BCWD installs water meters with PVC connections. If the leak is located between the PVC connection and your home, it's your responsibility to repair. If the leak is in the meter box or between the meter and the main water line, BCWD is responsible for repairs.

I discovered a leak. Can my bill be adjusted?

One adjustment is permitted every 36 months. You must notify BCWD of the leak before the due date of the bill showing the increased usage. Provide details about the repair including location and repair date. Once usage normalizes, up to two months of bills may be adjusted. You'll still be responsible for a portion of the water cost based on your average previous usage. You may submit this information in person at the BCWD office or mail it to 111 W. 2nd Street, Washington, NC 27889.
