About Us
The District is currently pursuing a loan and grant for a critical infrastructure project. With an estimated cost of approximately six million dollars, we're aiming to secure a 50% grant with a 30-year, 0% interest loan for the remaining balance.
This essential project is located in Meigs County's Chester Township, our most populated service area. The improvements will include 50,000 feet of new 10" and 12" water mains, a new water storage tank in the Five Points area, and a replacement pump station for our aging facility on Flatwoods Road.
Unlike expansion projects, this initiative focuses on strengthening our existing infrastructure, much of which is approaching 50 years of age. Some existing pipelines will be abandoned in place, while others will remain operational until future replacement is necessary.
The project includes a beneficial interconnection with Leading Creek Conservancy District to provide mutual emergency support. We're currently requesting permission from property owners along the planned route for pipeline installation, while in some areas we'll utilize our existing easements.
We're proud to note that backup power has been installed at all our facilities. Customers should never experience water outages during local power failures. At twelve locations, we've implemented solar power solutions where consumption is low and solar represents the optimal approach.
Thermal expansion in home water systems has become a significant concern. The District has updated our policy for new service connections—water will not be activated until expansion tanks are installed. These devices prevent water heater pressure relief valve activation, conserve energy, and eliminate potential safety hazards. They also prevent leaking faucets, water damage, appliance solenoid issues, and water hammer noise. While required in all American homes, many new constructions in our region lack this essential equipment—please discuss this with your builder and plumber.

The Water District was established on December 31, 1966. We operate as a Non-Profit Government Entity of Ohio formed under the 6119 Ohio Revised Code. Our governance structure consists of a five-member board elected directly by our customers, with each member serving a three-year term.
We currently provide service to approximately 13,850 residents through nearly 600 miles of water lines connected to 5,400 households across Meigs and Athens Counties. Our infrastructure includes 21 water storage tanks with a combined capacity exceeding 2,900,000 gallons. Our water supply comes from six wells with an average daily production of 1,189,000 gallons.
