Lake Michigan serves as the primary water source for Chicago and over 100 suburban communities, including Wheaton. The Illinois EPA has implemented a Source Water Assessment Program (SWAP) to protect public water supplies by identifying potential contamination sources and assessing vulnerability.
Wheaton receives its water through the Jardine Water Purification Plant, which serves northern Chicago areas and suburbs. Lake Michigan, the only Great Lake entirely within the United States, borders Illinois, Indiana, Michigan, and Wisconsin. It ranks as the second largest Great Lake by volume (1,180 cubic miles) and third by area.
The Illinois EPA considers all surface water sources potentially vulnerable to contamination. Surface water allows contaminants to migrate to intakes with only dilution as protection, necessitating mandatory treatment for all Illinois surface water supplies. Chicago's offshore intakes are positioned far enough that shoreline impacts rarely affect water quality. However, contamination risks exist during wet-weather flows and river reversals. The intake structures may attract waterfowl and shorebirds, concentrating waste deposits near the source.
Conversely, shoreline intakes face higher vulnerability to stormwater runoff, marina activities, and point source pollution due to groundwater influx into the lake. Wheaton's history begins with three pioneering settlers: Erastus Gary, Jesse Wheaton, and Warren Wheaton. These New England natives claimed several land parcels in northeastern Illinois during 1837-1838, establishing the foundation for what would become the City of Wheaton. They strategically offered the developing railroad free right-of-way through their settlement, leading railroad workers to post a "Wheaton Depot" sign that gave the community its name.
The founders donated land around the station to those willing to build immediately. As the area flourished, Wheaton incorporated as a town in 1859 with Warren Wheaton serving as its first president. Warren also donated land to the Illinois Institute, later renamed Wheaton College in his honor. This nationally accredited institution remains a vital community fixture approximately 150 years later.
In 1867, the Wheaton brothers successfully campaigned to relocate the DuPage County government seat from Naperville to Wheaton. A referendum narrowly approved the move by a vote of 1,686 to 1,635. Today, the county complex in west Wheaton serves as DuPage County's government center.
Many historical landmarks from Wheaton's past still stand as testaments to its distinctive heritage and culture. The city's identity remains deeply connected to its railroad origins, former county courthouse, and Wheaton College—all continuing as essential components of the community.
