Michigan Water Utility Companies

Quality First: We are pleased to present our annual water quality report covering January 1 through December 31, 2017. As in previous years, we remain dedicated to delivering the highest quality water possible. We continue to meet the challenges of new regulations, source water protection, conservation initiatives, and community education while serving all our water users' needs.

Thank you for the opportunity to serve you and your family. We welcome your thoughts on the information in this report – well-informed customers are our greatest allies.

Where Does My Water Come From?
Cadillac draws water from eight city-owned wells that access groundwater reserves 300-400 feet below the surface. The original well field and million-gallon water tower were constructed in 1960, ending reliance on Lake Cadillac surface water. Our newest well field, featuring three wells, began operation in August 2012.

Since well water contains various inorganic contaminants (iron, manganese, calcium), we add a blend of ortho and polyphosphates at each well to sequester these elements. These additives also optimize water quality by inhibiting corrosion, scale, and biofilm while reducing lead and copper levels throughout the distribution system. Chlorine disinfects the water supply.

Source Water Assessment
The 1996 Safe Drinking Water Act amendments require source water assessments for all public water supplies. The Michigan Department of Environmental Quality (MDEQ) developed a plan to (1) identify public drinking water supply areas, (2) evaluate their susceptibility to contamination, and (3) inform the public of these findings.

Cadillac's assessment was updated in 2006 based on our approved Wellhead Protection Program. MDEQ's evaluation identified our wells as having high to very high susceptibility based on geological factors, though they noted good construction, favorable water chemistry, and proper source isolation. The assessment also evaluated potential contamination sources. Complete reports are available at Cadillac's Municipal Complex and the local DEQ office.

Important Health Information
Some individuals may be more vulnerable to water contaminants than the general population. People with compromised immune systems – such as those undergoing chemotherapy, organ transplant recipients, HIV/AIDS patients, the elderly, and infants – may face increased infection risks. These individuals should consult their healthcare providers about drinking water safety. The EPA/CDC guidelines on reducing Cryptosporidium and other microbial contaminant risks are available from the Safe Drinking Water Hotline at (800) 426-4791 or http://water.epa.gov/drink/hotline.

Community Participation
We encourage public involvement in our water utility operations. Our budget and improvement plans are available at the municipal complex and on Cadillac-mi.net. If you'd like a facility tour or more information about our operations, please contact our office. City council meetings, held on the first and third Mondays of each month at 7 p.m. at 200 Lake Street, also provide opportunities for community input.

City of Cadillac Water Report Background

While the new Grand Rapids-to-Traverse City state road opened the western side of Wexford County to settlement in the mid-1860s, a different group of pioneers explored the county's eastern hills. Railroad surveyors and land scouts were evaluating the area for different purposes – the latter searching for valuable pine forests for future lumber operations.

The Civil War had transformed the nation. While parts of the South faced reconstruction challenges, the North was entering an industrial revolution that would create unprecedented manufacturing capabilities. Northern Michigan represented a critical natural resource reservoir for the expanding building industry.

In 1850, Congress passed the first land grant act to stimulate economic development, with more following later. These grants typically awarded railroads alternate sections of land for six miles on either side of their planned routes. Many rail companies were built primarily for land acquisition profits rather than operating revenue.

The Grand Rapids and Indiana Railroad (G.R. & I.) received authorization to construct a line from Grand Rapids to the Straits of Mackinaw. After wartime delays, track-laying finally began in 1867. The original route would have passed between Little Clam Lake (now Lake Cadillac) and Big Clam Lake (now Lake Mitchell), west of present-day Cadillac. However, this path would soon change.

George A. Mitchell, youngest son of influential U.S. Congressman and G.R. & I. investor William Mitchell, journeyed north from Grand Rapids in summer 1869 to explore the proposed rail corridor. His interest focused on the Clam Lake area. As an experienced lumberman, he recognized that establishing a settlement at Little Clam Lake's eastern shore would leverage prevailing westerly winds to float logs to mills, with the lake providing extensive log storage capacity. The connecting waterway would also open access to lands west of Big Clam Lake.

George convinced the railroad to modify its route along Little Clam Lake's eastern shore and acquired substantial land in the area, including the future city site. By summer's end in 1871, the dense pine forest had been cleared from the central portion of Mitchell's planned Village of Clam Lake (officially platted in October 1871). The village boundaries included Little Clam Lake (west), Park Street (east), and Howard Street (south).
