Connecticut Water is dedicated to providing quality municipal water to our community while prioritizing customer satisfaction and environmental stewardship. We serve approximately 98,000 customers across East Granby, East Windsor, Ellington, Enfield and surrounding communities.
Our water is sourced primarily from surface reservoir and groundwater well resources. As water travels over land or through the ground, it naturally dissolves minerals and can pick up substances from various sources including:
- Microbial contaminants from sewage systems, agriculture, or wildlife
- Inorganic compounds from natural runoff or agricultural activities
- Pesticides and herbicides from various agricultural and urban sources
- Organic chemicals from industrial processes and residential areas
- Naturally occurring radioactive materials
To ensure your tap water remains safe, the EPA establishes regulations limiting contaminant levels in public water systems. Connecticut Water has invested over $348 million in infrastructure improvements during the past decade—more than $3,600 per customer—with plans for an additional $45.6 million in 2018.
These critical investments have funded water quality enhancements, storage and distribution improvements, and pipeline replacements. Since 2007, we've replaced over 118 miles of aging water mains through our Water Infrastructure and Conservation Adjustment (WICA) program.
In 2017, we completed construction of the new Rockville Water Treatment Facility, enabling us to meet current and future supply needs for our 85,000 customers in north-central Connecticut while adhering to increasingly rigorous water quality standards.
Connecticut Water remains committed to conservation education and launched the Water Drop Viewer program in 2017, reaching nearly 2,000 students with information about water conservation practices. The typical residential customer uses approximately 15,000 gallons quarterly, and simple conservation steps can help reduce usage and lower water bills.

Bills are typically mailed by the end of each month and should arrive within the first week of the following month. If you don't receive your bill, contact the Utility Billing Department at 281-291-5600 to inquire about your balance and payment status. Remember, not receiving your bill doesn't exempt your account from penalties, service charges, or disconnection.
- Why does my bank's bill payment service take so long to reach the utility company?
When you use your bank's bill-pay service, it may take a week or longer for the bank to process and mail the payment. If the payment doesn't reach us by the 15th of the month, you might incur a late penalty. Consider enrolling in our automatic debit program where funds are electronically transferred based on your monthly bill amount, ensuring timely payments.
- How can I locate my water, sewer, or utility lines?
Contact our office at 281-591-5725 for precise information about your water and sewer lines. For gas line information, contact CenterPoint Energy Gas Division at 713-659-2222 or 800-752-8036. For electrical lines, reach out to CenterPoint Energy Electric Division at 713-207-2111 or 800-752-8036.
- How do I set up water service for my home or business?
New customers must complete a service application and pay a $100 deposit. Service can be connected the same day if the application and deposit are received by 3:30 p.m. Monday through Friday. Visit our Utility Billing webpage for additional information and application forms.
- What are my trash collection days?
Residential curbside trash collection occurs twice weekly. All waste must be placed at the curb by 7:00 a.m. and will be collected by 5:00 p.m. on your scheduled day. Collection schedules follow either Monday/Thursday or Tuesday/Friday patterns. All garbage must be securely bagged and placed in your designated waste container.
- Does the city offer recycling services?

- How should I properly dispose of paint?
For latex paint, it can be safely disposed of in regular garbage once dried or solidified. You can dry small amounts (an inch or less) by removing the lid, mix in absorbent materials like kitty litter (50/50 mixture), or use a commercial paint hardener. Once hardened, place the can in your garbage bin with the lid off so collectors can see it's empty or contains only dried paint. Oil-based paint requires disposal as hazardous material.
