About Us
In 2017, approximately 44% of CVWD's water originated from local groundwater in the Verdugo Basin. Most of CVWD's groundwater wells are positioned above the Verdugo Wash, south of Honolulu Avenue. This represents a decrease from previous year's groundwater production due to depleted water levels in the basin.
The remaining 56% of CVWD's water supply came from imported surface water provided by Foothill Municipal Water District (FMWD), a member agency of the Metropolitan Water District of Southern California (MWD). MWD delivers surface water from both the State Water Project in Northern California and the Colorado River through the 242-mile Colorado River Aqueduct that transports water from Lake Havasu to Lake Mathews in Riverside, CA.
The District supplied approximately 1.2 billion gallons of water during 2017. Water consumption increased just 4% from 2016, matching the growth seen between 2015 and 2016. As water usage has increased while groundwater production has decreased, costs for purchasing imported water have risen substantially over the past two years.
The Verdugo Basin has not yet recovered from one of California's worst droughts on record, with 2011-2014 being the driest period since recordkeeping began. In emergencies, interconnections with both the City of Glendale and the Los Angeles Department of Water and Power can be utilized to ensure continued reliable service to District customers.

The Crescenta Valley Water District was established as the Crescenta Valley County Water District on December 14, 1950, through local resident vote. Formed under Division 12 provisions of the State of California Water Code, the District functions as a political subdivision of the State. The term "County" was officially removed from the District's name in 1996.
Located in the Crescenta Valley area of Los Angeles County in the San Gabriel Mountains foothills, the District sits between the San Fernando and San Gabriel valleys. It provides water distribution and sewage collection services within its boundaries to the unincorporated communities of La Crescenta, Montrose, and Verdugo City, plus a small portion of La Canada-Flintridge.
The District covers approximately 4 square miles of relatively steep terrain ranging from 1,200 feet to nearly 3,000 feet above sea level. Its customer base is primarily residential with some light commercial development along Foothill Boulevard in La Crescenta and Honolulu Avenue in Montrose.
Currently serving over 8,000 accounts representing approximately 32,000 residents, the District experiences steady customer growth despite the Crescenta Valley area being nearly built out. Residential expansion continues through increased housing density in multi-unit zoned areas (primarily Montrose) and limited in-fill housing development on occasional vacant lots in La Crescenta.
