About Us
Burbank's municipal water comes from two primary sources: local groundwater from the San Fernando Basin and imported water purchased from the Metropolitan Water Region of Southern California (MWD). The imported water originates from both the Colorado River Aqueduct and the State Water Project.
While Burbank doesn't own natural groundwater rights beneath the city, it receives groundwater credits equal to 20% of distributed water through "Import Return Credits." These credits represent water that percolates into the aquifer from landscape irrigation. To enhance groundwater supply, BWP purchases lower-cost untreated imported water that's directly placed into the ground at Pacoima, receiving credits at a 1:1 ratio, providing about 35% of Burbank's water supply.
Groundwater undergoes treatment to remove volatile organic contaminants like trichloroethylene (TCE) and tetrachloroethylene (PCE) at two facilities: the Lake Street Plant and the Burbank Operable Unit (BOU) Plant. In 2016, 54% of water came from groundwater treated at the BOU, while 63% originated from MWD's treated and untreated sources. Both BOU and MWD treatments meet all Federal and State drinking water standards.
Recycled water provides an additional resource distributed through a separate system, enhancing supply sustainability and conserving potable water. This reliable source irrigates parks and the golf course, and serves as cooling water for the Power Plant. In 2016, recycled water represented 17% of the city's total water supply.
A source water assessment completed in December 2002 identified the groundwater as vulnerable to contamination from auto repair shops, petroleum pipelines, NPDES permitted discharges, metal plating, underground storage tanks, plastics manufacturers, airport facilities, military installations, and gas stations. This report is available for public review at the Water Engineering Office in the BWP Administration Building.
