YOUR SOURCE OF WATER
The Grafton water system obtains its supply from groundwater drawn from six active production wells distributed throughout the Village. All six municipal wells are completed in the Niagara dolomite aquifer and range between 500 feet to 600 feet deep. Each well feeds into a common distribution network divided into east and west pressure zones, roughly separated by the railway tracks running north to south through the Village. These six wells can pump up to 5.2 million gallons daily. Based on 2016 data, the Water Utility averaged 1.04 million gallons per day with peak demand reaching 1.7 million gallons in a 24-hour period.

WATER QUALITY AND TREATMENT
The water is generally high-quality, though in certain locations treatment is applied to enhance characteristics and meet safety standards. Fluoride is added at all wells to prevent dental decay, while phosphates are added at three wells to reduce red water and scale formation. An air stripping process has been implemented at two wells to remove low levels of volatile organic compounds (VOCs). Alongside VOC treatment, chlorine is added to all wells for disinfection purposes. The Grafton water supply contains approximately 22 grains of hardness, so the Water Utility strongly recommends using privately-owned water softening systems.

UTILITY PLANNING AND CONSERVATION
The Water Utility continues planning future system improvements following guidelines from our Water System Master Plan update completed in January 2016. This updated Plan provides a "roadmap" for ensuring adequate municipal water service through 2035. Water conservation remains essential for maintaining reliable, quality water throughout the Village. The Water Utility does not offer seasonal sprinkling credits for increased usage. Residents with higher summer water consumption may install a water-only deduct meter. Behind the modern Glendale municipal Office complex on Milwaukee River Parkway stands the preserved, historic Town of Milwaukee Hall. Now serving as a museum of local history, this building could tell stories spanning nearly two centuries. The Town of Milwaukee was established in 1838 by the Wisconsin Territorial Legislature, creating a practical governmental district for this sparsely populated region.

Initially, the Town of Milwaukee encompassed the northern portion of Milwaukee County. As settlers arrived, the area gradually decreased through local incorporations into villages and cities that established their own municipal services. The Town of Milwaukee continued functioning as the administrative unit for unincorporated areas until Glendale's incorporation in 1950, which dissolved the Town of Milwaukee.

Throughout its history, the Town Hall served as the center of political and governmental activities. Early meetings were held in private homes or temporary locations, but the arrival of the railroad in 1870 brought population growth and increased need for services and a centralized location for records and meetings.

In 1872, residents voted to allocate $1,000 to purchase land and construct a centrally located hall near West Bender and North Port Washington Roads. Town Clerk (and County Surveyor) Anson Buttles surveyed the plot and oversaw construction, completed in November 1872 at a cost of $800.

The Milwaukee Town Hall was used regularly but infrequently—primarily for occasional Board of Supervisors meetings and the Annual Town Meeting. Early town government was minimal, consisting of a Town Chairman, Clerk, Justice of the Peace, Constable, Head of the Common School District, and a "Fenceviewer" who helped resolve property boundary disputes. Meeting minutes were recorded in both German and English, reflecting the predominantly German settlement in the area.
