This report provides essential information about your municipal water system for the 2017 calendar year. It explains the quality of the Randolph-Holbrook Joint Water System's municipal water, resources, and programs that safeguard our high-quality water supply.
This publication meets government regulations requiring municipal water utilities to provide annual water quality information to customers. While much of the content is required by law, we've included information that addresses common questions about our water program.

The Towns of Randolph and Holbrook jointly manage the water supply used by both communities. In 2017, the Randolph-Holbrook Joint Water System produced 939,313,000 gallons of finished water. The maximum daily pumping volume was 3,647,000 gallons (June 19, 2017). The annual average daily volume supplied from the treatment plant was 2.6 MGD. Holbrook purchased 200,664,600 gallons of finished water from the water treatment plant.
Water System Projects: In August 2013, Holbrook began a 3-year program replacing old, undersized cast iron water mains with new ductile iron mains. In summer/fall 2013, mains were replaced on Linwood, Walsh, Zenas, Thornton, Morgan, French, Spring, and Leonard. Construction continued in spring 2014 on Platts, Summer, Winter, Cottage, Linfield, and Walnut. New mains were installed on Weymouth Road in fall 2014, followed by Stevens, Baker, Quincy, Hillsdale, Grove, Shirley, Shirley Terrace, Belcher, and Colle in spring/summer 2015.

The Town of Holbrook's first settlers in 1634 were the Cochatos. The town was established in 1640 as part of the newly formed Town of Braintree. In 1793, Holbrook and other portions of Braintree separated to create the new Town of Randolph, where Holbrook was known as East Randolph.
On leap year day February 29, 1872, East Randolph separated from Randolph and incorporated as the Town of Holbrook. The town celebrates this unique birthday that keeps it "forever young" as a community gathering opportunity. When incorporated, Holbrook was a major center of boot and shoe production in the United States.

- How many water accounts does the Department of Water and Sewerage service?
Approximately 65,000. The number varies monthly depending on new account setups.
- When will my meter be read?
The Department of Water & Sewerage has divided Shreveport into 19 geographical areas - one for each working day of the month. Your location determines your meter reading day, billing date, and payment due date.
- How is my monthly water bill calculated?
The monthly water service includes a customer charge and a usage charge. The customer fee appears on your bill regardless of consumption volume. This service charge helps cover meter reading and maintaining the water distribution and wastewater collection systems. The water usage charge reflects your monthly consumption.
For residential customers, the wastewater usage rate is based on either your Average Winter Consumption (AWC) or your current month's use, whichever is lower. Non-residential customers' wastewater charges are based on current month's usage.
- What is wastewater?
Wastewater is used water that goes down drains in homes and businesses. It's collected in the City's wastewater system and treated at the Lucas or North Regional Wastewater Plants.
- What is Average Winter Consumption (AWC) and how is it calculated?
AWC is calculated before the first May billing cycle. An account must have actual consumption for November, December, January, and February. The highest and lowest consumption months are excluded, and the remaining two months are averaged to determine the AWC.
- How is my meter read?
To ensure fair billing, the Department uses meters to measure water consumption. Meters are regularly updated for accuracy. Your meter is read monthly by trained staff using handheld computers that reject unusual readings outside normal patterns. After data entry, readings undergo pre-bill audits against your historical usage. If a reading appears abnormal, we take another reading before preparing your bill. If you ever question your reading or bill, please call 318-673-5510.
- How do I read my water meter?
First locate your meter, typically in front of your home between the street pavement edge and your property line. It's housed in an in-ground box for protection. Carefully remove the lid using a screwdriver or pliers, and check for hazards before proceeding.
