About Us
The Pepperell Water Division is pleased to present our Annual Water Quality Report for 2017. This report fulfills the Federal Safe Drinking Water Act requirements for "Consumer Confidence Reports" and contains essential information about your water source, contaminants, and associated health implications.
In 2017, the Pepperell Water Division maintained full compliance with all federal and state drinking water standards and operational requirements. We delivered 250 million gallons of water to approximately 3,950 service connections, conducting tests on over 400 samples for 62 potential contaminants, including monthly total coliform bacteria sampling at 18 different locations.
Water System Improvements
Our system undergoes regular inspections by the Massachusetts Department of Environmental Protection (MassDEP) to evaluate technical, financial, and managerial capacity. Massachusetts-certified operators manage our system's daily operations to ensure optimal water quality.
Key 2017 system improvements included:
- Continuing our valve exercise program to maintain proper operation during maintenance
- Investigating iron and manganese remediation options, including an intensive cleaning of the Bemis Well site
- Planning for a new filtration system at the Bemis Well site (construction expected 2019-2020)
Public Participation Opportunities

Water Treatment Processes
We implement several treatment methods to ensure safe, clean water:
- Potassium hydroxide addition to increase pH and reduce corrosivity
- Polyphosphate treatment to manage iron and manganese levels
- Sodium hypochlorite disinfection against bacteria
- Aeration towers at specific wells to reduce carbon dioxide
Water quality is continuously monitored by our team and MassDEP to evaluate treatment effectiveness and determine if additional measures are needed. Our system is developing enhanced treatment to address iron and manganese at the Bemis Road well site, expected to be operational by 2020.
Source Water Protection
MassDEP's Source Water Assessment and Protection (SWAP) Report assigned our system a "moderate" susceptibility rating. Pepperell has completed its Wellhead Protection Plan Report addressing water supply protection strategies, including security fencing at all facilities.
Residents can help protect water sources by:
- Practicing proper septic system maintenance
- Supporting water protection initiatives at town meetings
- Disposing of hazardous household chemicals properly
- Limiting pesticide and fertilizer use
- Volunteering for monitoring or educational programs

The history of Pepperell begins on April 12, 1753, when Groton West Parish was officially designated as a district named Pepperell by the General Court. The name honors Sir William Pepperell, hero of the 1745 Louisbourg capture. Reverend Mr. Emerson, who served in that campaign, likely suggested naming the new district after his former commander. Sir William acknowledged this honor by offering a bell, though it was never received by the community. Sir William consistently spelled his name with two "r"s, which influenced the town's spelling for many years.
Settlement in Pepperell began in the 1720s-1730s with scattered farms and river crossings along the Nashua and Nissitissit Rivers, though Groton Proprietors had granted land along the Nashua River since the 1680s. The community became Groton West Parish in 1742, a district in 1753, and finally a town in 1775.
Pepperell played a significant role in the American independence movement. Local residents participated in the April 19, 1775 confrontation at Concord's Old North Bridge. A group of Pepperell women led by Prudence Wright guarded Pepperell's covered bridge and captured a British spy. Colonel William Prescott, a Pepperell resident, commanded troops at the Battle of Bunker Hill and is often credited with the famous order, "Don't fire until you see the whites of their eyes."
The town center evolved from a religious and administrative hub, while the eastern section developed around paper and shoe factories along the Nashua River beginning in the 1830s. This industrial growth, along with the 1848 construction of the Worcester and Nashua Railroad, led to Pepperell's 1857 expansion to include former Groton land east of the Nashua River.
The Pepperell Center Historic District was added to the National Register of Historic Places in 1994 following efforts by the Historical Commission. This district encompasses the area around Town Hall and includes historic 19th-century homes and important public buildings like the Lawrence Library, Community Church, and Prescott Grange, as well as the town's oldest cemetery and war monuments. Unlike local historic districts, this national designation doesn't restrict property owners' rights to modify or even demolish buildings despite their historic significance.
