About Us
Sources of tap water (both municipal and bottled) include rivers, lakes, streams, ponds, reservoirs, springs, and wells. As water travels across land or through the ground, it dissolves naturally-occurring minerals and, in some cases, radioactive materials, and can collect substances from animal presence or human activity.
Municipal water, including bottled varieties, may contain at least small amounts of certain contaminants. The presence of these substances doesn't necessarily indicate a health risk. Contaminants potentially present in source water include:
- Microbial contaminants such as viruses and bacteria from sewage treatment facilities, septic systems, agricultural operations, and wildlife
- Inorganic contaminants like salts and metals, either naturally-occurring or from urban runoff, wastewater discharges, oil/gas production, or farming
- Pesticides and herbicides from agriculture, urban stormwater runoff, and residential usage
- Organic chemical contaminants, including synthetic and volatile organic compounds from industrial processes, petroleum production, gas stations, and waste systems
- Radioactive contaminants that occur naturally or result from oil/gas production and mining
To ensure tap water safety, the EPA establishes regulations limiting contaminant levels in public water systems. FDA regulations set similar limits for bottled water to provide equivalent public health protection.
Some contaminants may affect water taste, color, or odor without posing health concerns. For questions about water aesthetics, contact the system's office directly.
Certain populations may be more vulnerable to specific contaminants, particularly Cryptosporidium. Infants, elderly individuals, those undergoing chemotherapy, organ transplant recipients, people on steroid treatments, and those with HIV/AIDS or immune disorders should seek advice from healthcare providers regarding water consumption. If present, elevated lead levels can cause serious health problems, especially for pregnant women and young children. Lead typically comes from materials in service lines and home plumbing. While we provide quality water, we cannot control plumbing component materials. If water has been sitting for several hours, flush your tap for 30 seconds to 2 minutes before using for drinking or cooking. For concerns about lead, consider water testing. At Kempner Water Supply Corporation, we proudly provide safe, clean water to over 5,000 individuals. History
Two Steering Committees formed in 1972 to establish Kempner Water Supply Corporation (Kempner WSC), a non-profit water supply corporation under Texas Water Code Chapter 67. The first general membership meeting took place on September 18, 1973, at the Kempner Methodist Church, with incorporation approved on November 13, 1973.
In January 1973, the Steering Committee learned their Farmers Home Administration credit application had been approved. The first Board of Directors was elected on January 22, 1974. Construction contracts were signed in April 1975, and George N. LaBounty, Jr. became the Corporation's first Manager in February 1975.
The organization has grown significantly since its humble beginnings in Eldine Poe's home. Kempner WSC moved into its current office in April 1996 with 11 staff members. In 2005, preparations began for building a local water treatment plant, with a $33 million loan from Texas Water Development Board secured in 2006.
In March 2007, Kempner WSC purchased 87 acres in Harker Heights for the treatment plant, reducing pipeline construction distances. Construction of the Cliff and Eldine Poe Regional Treatment Plant began in 2009 after addressing budget overruns, and was completed and operational by March 2010.
