California Water Utility Companies

The city's 2015 Water Management strategy outlines crucial initiatives for maintaining a sustainable, reliable, high-quality water supply for Lompoc residents. This comprehensive plan is available on the City website at: https://www1.cityoflompoc.com/utilities/water/UWMP2015.pdf

A thorough sanitary survey was completed in 2016 to identify potential health concerns related to the municipal water system. The State Water Resources Control Board conducted comprehensive inspections of:

  • Water sources and treatment facilities
  • Storage reservoirs and pump stations
  • Distribution systems
  • Monitoring protocols and reporting procedures
  • Management practices and operator compliance

Source water assessments for wells 1-9 and Frick Springs were completed in 2002, with well 11 assessed in 2012. The city's water sources are most vulnerable to potential contamination from:

  • Sewer collection systems
  • Stormwater drainage
  • High-density residential areas
  • Automotive repair facilities and gas stations
  • Agricultural runoff and farming wells

Frick Springs faces additional vulnerability from animal grazing operations, manure storage, low-density septic systems, and wildlife activity.

THE TRUTH ABOUT DOG WASTE AND WATER POLLUTION

Unlike agricultural manure, dog waste is not suitable for composting and represents a significant source of water contamination in our community. The EPA classifies pet waste as a hazardous pollutant, comparable to toxic chemicals and petroleum products.

A single gram of dog waste contains millions of harmful bacteria and can contribute to beach closures. Dog waste frequently carries dangerous pathogens including:

  • Heartworms, roundworms, and hookworms
  • Harmful bacteria like E. coli and salmonella
  • Parasites such as giardia and parvovirus

When left unattended, pet waste washes into storm drains, contaminating rivers, streams and the ocean with bacteria harmful to humans, pets, and marine ecosystems. Always dispose of dog waste in proper trash receptacles, even when using biodegradable bags. Never leave it on the ground where rain or tides can wash it into our water supply. Properly disposing of pet waste helps protect our community's health and environment.

Frequently Asked Questions

  1. When must I pay my citation by?
If you're not contesting your citation, please submit payment by your court date. If that's not possible, the court office will keep your citation open for one week past your court date, then find you responsible by default and send a payment notice with a due date (within 60 days).
  2. Must I appear in court to contest my citation?
Yes. You'll enter your plea before the judge and have an opportunity for a pre-trial conference with the city attorney. Most cases are resolved that same day. The prosecutor may need to continue your case or, if a resolution can't be reached, will schedule your trial for a later date. If you're unable to appear, contact the court office for possible exceptions based on your situation.
  3. Can I reschedule my court appearance?
Yes, in most instances. Initial appearances can be rescheduled by calling the court office, provided you haven't already been convicted. Court dates for delinquent payment hearings cannot be rescheduled.
  4. Do I need to hire an attorney?
No, legal representation isn't required. If you choose to hire an attorney, they may represent you at your initial appearance and/or trial. Please note that court staff cannot provide legal advice.
  5. Does Municipal Court provide public defenders?
No. Citations handled in Municipal Court aren't classified as "criminal" charges, therefore public defenders aren't available for these proceedings.
