The Northampton Bucks County Municipal Authority operates as an independent, non-profit entity under Pennsylvania Commonwealth law. It exercises both legislative and corporate powers to meet resident needs through quality public water and sanitation services.
The Authority maintains accountability to its bondholders, ratepayers, and regulatory agencies. Operating revenue comes directly from service fees paid by customers using the public water and sanitation systems.
Functioning as an alternative mechanism for accomplishing public purposes, the Municipal Authority operates without direct township, municipality or school district involvement. These purposes typically include managing, operating, financing, and constructing projects like water supply and sewer systems.
The Authority sets and collects rental and usage fees and may issue revenue bonds independently from the governing body that appoints its Board. It operates under the Municipality Authorities Act as amended in Pennsylvania law and according to township ordinance.
Originally incorporated on December 31, 1964, the Authority filed Amendment Articles with the Pennsylvania Department of State on December 1, 2006, extending its operational term by fifty years. The Authority can enter long-term agreements not extending beyond November 30, 2056.
