The Thomson-McDuffie Water and Sewer Utility manages water and sewer services for residential, commercial, and industrial customers throughout the City and County. Our team maintains two water treatment facilities and essential distribution infrastructure including chlorination stations, water mains, and meters.
Our water system is centered around two treatment plants that process raw surface water from Clarks Hill Lake in the northern part of the County and Usry's Pond in the south. The Georgia EPD permits us to withdraw and treat up to 3.1 million gallons per day (MGD) from Clarks Hill Lake and 1.5 million gallons per day (MGD) from Usry's Pond.
Our water treatment process includes several important steps:
- Coagulation and Flocculation: We add positively-charged chemicals to neutralize the negative charge of soil and dissolved particles in the water, forming larger particles called floc.
- Sedimentation: The floc settles to the bottom of the water supply due to its weight in a process called sedimentation.
- Filtration: Clear water passes through filters composed of sand, gravel, and charcoal to remove dissolved particles including dust, parasites, bacteria, viruses, and chemicals.
- Disinfection: A disinfectant (typically chlorine) is added to eliminate any remaining pathogens and protect the water during distribution.
After treatment, water is pumped from each plant into our distribution system, ensuring all users have clean water continuously, seven days a week.
Our water distribution network consists of approximately 290 miles of underground pipes ranging from 4 to 20 inches in diameter, along with 6 above-ground water tanks that can hold 1.8 million gallons. This system was developed over many decades and serves customers throughout both the City and County.

- How do I schedule household hazardous waste collection? Contact Republic Services at 713-726-7307 to arrange a pickup. See our curbside collection flyer for additional details.
- Can I request a different cart size? Yes. Residents can choose from 35, 65, or 95-gallon carts for both garbage and recycling. Contact Republic Services at 713-726-7307 to request a different size. A cart exchange fee will apply.
- How can I recycle household electronics? Certain types of household electronics can be disposed of through the curbside household hazardous waste program.
- Where should I store my carts? Carts should be stored according to your HOA deed restrictions. Ideally, store carts in your garage or behind fencing or landscaping. City ordinance doesn't require hiding the cart but prohibits blocking sidewalks.
- Where should I place carts for collection? Position carts at the curb base with wheels against the curb, handle facing away from the street, and lid opening toward the street. Keep carts at least 4 feet from obstacles like utility poles, mailboxes, trees, hydrants, and parked vehicles.
- Why do I need space between my garbage cart, recycling cart, and other collection items? Different vehicles collect each type, requiring proper access. The automated collection arm needs space to operate safely without tipping other containers or damaging property.
- What if my cart is damaged or missing? Contact Republic Services at 713-726-7307 to report damaged or missing carts. Carts will be repaired or replaced if stolen or damaged beyond repair by causes other than customer neglect or misuse.
- Should I bag my garbage and recycling? Garbage items should be bagged to keep your cart clean. Recyclables should be placed directly into the cart without bags.
- What if I have more garbage than fits in my cart? Consider recycling more materials to free up space in your garbage cart. Additional garbage carts are available for $5 per month by contacting Republic Services. Additional recycle carts are provided at no charge.
- How are large items like furniture and appliances collected? A separate collection is provided for bulky waste items including stoves, refrigerators (with Freon removed), furniture, and other large household items that cannot be broken down. Bulky waste excludes construction refuse, demolition refuse, and hazardous materials.
- When is my bulky waste collection day? Items too large for your cart are collected on your monthly bulky waste day. Check the local service schedule to determine your next bulky waste collection date.
- How do I safely dispose of hazardous waste? Hazardous waste can be disposed of through the free curbside household hazardous waste program, which enhances existing services.
- What is a wastewater cap and how is it calculated? Commercial customers are charged for wastewater based on 100% of water usage. For residential customers, April through March wastewater charges are based on either your average monthly water usage from February and March, or 12,000 gallons, whichever is less. New residential customers without established water history are charged based on the citywide average of 6,480 gallons.
- Can I pay extra on my account before leaving town? Yes, additional payments will be credited to your account until the next bill is issued.
- Is there a fee for credit card payments? Currently, there are no additional fees for credit card payments.
- Where are payment drop boxes located? Several payment drop boxes are available throughout the city. Visit our payment page for specific locations.

- Will my bill be adjusted if I filled my pool? Because residential customers are protected by the wastewater cap, pool filling doesn't qualify for bill adjustments. If your water usage suddenly increases, the city will check your meter for leaks.
- How can I get financial assistance for my water bill? Contact Fort Bend Social Services at 281-342-7300 to learn about available assistance programs.
- Why is there a surface water fee on my bill? A surface water treatment plant was constructed to meet the Fort Bend Subsidence District's 2013 mandate requiring a 30% reduction in groundwater usage.
