The District functions as a political subdivision of Texas, established by special act of the 61st Legislature, Regular Session, 1969, operating under Chapters 49 and 54 of the Texas Water Code, as amended. Currently, the District encompasses approximately 2,109 acres of land. Located in north Harris County about 20 miles north of downtown Houston, the District sits entirely within Houston's extraterritorial jurisdiction.
Most District land falls within Spring Independent School District boundaries, with approximately 387 acres within Aldine Independent School District. Access is available via Interstate Highway 45 or Hardy Toll Road to Farm-to-Market 1960, then east to Aldine Westfield Road.
Established residential areas include Timber Lane, Sections 1-12 (approximately 2,073 lots on 500 acres), Sandpiper Section 1 (225 lots on 46 acres), Sandpiper Village Sections 1-2 (131 lots on 13 acres), and Cypress Trails of Timber Lane Sections 1-2 (532 lots on 89 acres), plus 105 duplexes and quadraplexes on 8 acres. These neighborhoods have been substantially developed for many years.
The District also provides water, sewer, and drainage facilities for newer developments including Spring Crossing, Park Spring, Cypress Terrace, Highland Glen, Maple Terrace, Werrington, and Arbor Trails. These subdivisions feature street paving and homes priced between approximately $180,000 and $210,000.
As of July 12, 2018, the District contained 5,957 completed homes (5,797 occupied, 160 vacant), 24 homes under construction, and approximately 138 vacant developed lots. Additionally, four apartment complexes occupy about 71 acres with 525 total units, and a 180-unit senior living complex sits on 11 acres.
Commercial development includes approximately 61 businesses primarily consisting of individual establishments, tenants in three retail centers, three small professional office buildings, and a Walmart Neighborhood Market, collectively occupying about 35 acres.
The District contains approximately 514 acres of developable land currently lacking water, sewer and drainage infrastructure, plus 69 acres within the 100-year floodplain and about 60 acres dedicated to District plant sites, drainage rights-of-way, and public spaces. Of the developable lands, approximately 480 acres are owned by entities recently developing or currently developing single-family residential subdivisions within the District.
