About Us
In 2017, our water sources included Sacramento River surface water and groundwater from our five wells. The 2017 water year (March 2017-February 2018) brought a complete Water Supply Allocation from the Central Valley Project for both agricultural and municipal uses, thanks to significantly increased precipitation and water storage following previous drought years.
The 2012-2016 drought included California's driest four consecutive years on record (2012-2015) and the lowest Sierra-Cascades snowpack ever recorded (2015, just 5% of average). This period was marked by unprecedented heat, with 2014, 2015, and 2016 ranking as California's warmest years by statewide average temperatures.
On April 1, 2015, Governor Brown's Executive Order B-29-15 mandated a 25% reduction in urban water usage across California. The State Water Board implemented emergency regulations requiring immediate 25% reductions in overall urban water use. For our District, this translated to a 36% monthly conservation target compared to 2013 levels.
On February 2, 2016, following Governor Brown's November 2015 Executive Order B-36-15, the State Water Board approved updated emergency regulations extending mandatory reductions through October 2016. These adjusted rules considered factors affecting water use: climate, population growth, and investments in drought-resistant water supplies like wastewater reuse and desalination. This resulted in a 33% conservation target for our District compared to 2013 usage.
Throughout 2016 and the drought period, our District's customers achieved remarkable conservation that topped the State Water Board's rankings for conservation compared to 2013 usage levels. On April 7, 2017, following record precipitation and snow accumulation, the government lifted the drought emergency for most of California while maintaining water reporting requirements and prohibitions on wasteful practices.
