Our Mission: The vital responsibility of Benton's Public Utility Commission is to provide customers with effectively managed water, electric, and wastewater services at competitive rates. We're committed to addressing current needs while planning for the city's anticipated growth demands.
Water Department Mission: Benton Utilities Water Department aims to protect water resources, ensure safe and clean treatment, upgrade infrastructure, and maintain the distribution system while providing affordable, clean municipal water to residents and businesses.
About the Water Department: Dewayne Hood serves as director of the Benton Utilities Water Distribution Department. He and his team handle daily operations while coordinating with the General Manager. We serve residential, commercial, industrial, and master-metered customers throughout Benton and Saline County.
Our commitment to system integrity and customer service is supported by ongoing education for our staff in water purification and distribution. This preparation helps us meet current and future regulations while planning for Benton's future water needs.
Water Distribution System personnel maintain meters, services, mains, fire hydrants, and valves while our Water Purification staff ensures a safe, potable supply is available to all customers. We strive to meet all EPA Safe Drinking Water Act standards and have successfully done so since 1916.
Our water system has three key components:
- Water Source/Supply (streams, lakes, reservoirs)
- Water Purification facilities that treat raw water to meet Federal standards
- Distribution system of underground pipes delivering water to homes and businesses
Plant Information: Our conventional surface water treatment plant has a 13 million gallon per day (mgd) capacity, with typical daily flow averaging 5 mgd. All water produced meets or exceeds Safe Drinking Water Standards.
Our lab conducts regular testing for TOC, Chlorine, pH, Turbidity, Alkalinity and other parameters every two hours, 24 hours daily. Our SCADA (Supervisory Control and Data Acquisition) system enables remote management of the plant, pumps, water tanks, and Lake Norrell access while maintaining detailed operation logs.

When registration opens, follow these steps: Register through EZEEreg.Com (print your receipt) or call Registration Services at 520-791-4877. Take your confirmation receipt to your chosen pool during activity and family swim times. Consult the Activity Guide for schedules.
- Which pools are heated in winter?
The following pools are maintained at 82°F during their operational months, though temperatures may fluctuate with weather conditions. Year-round pools include Catalina, Clements, Edith Ball Adaptive Recreation Center, and Sunnyside. Extended season pools (open April 1-November 6) include Amphitheater, Archer, El Pueblo (temporarily closed for maintenance), Ft. Lowell, Quincie Douglas, and Udall.
- How do I rent a pool?

- How do I become a lifeguard?
All required certifications—Lifeguard Training, First Aid, CPR/FPR, and WSI (for instructors)—are scheduled through the American Red Cross. - What is the Adaptive Recreation Center?
The Edith Ball Adaptive Recreation Center (ARC) is a fully accessible, modern facility offering specialized and inclusive programs for people with disabilities and general public use. It features two pools: a heated outdoor recreational pool with zero-depth entry, playground water features, four lap lanes, and a walking channel with resistance current; and a heated indoor therapy pool exclusively for individuals with disabilities, which also offers rental options for certified therapists providing rehabilitation services.
- What training does the ARC staff have?
All ARC staff are certified lifeguards, with most having additional Water Safety Instructor (WSI) qualifications. The team includes two Recreational Therapists and a Recreation Specialist, positions requiring Bachelor's degrees and specialized training for working with people with disabilities. Most instructors hold "Teacher of Adaptive Aquatics" credentials, earned through comprehensive three-day training with both classroom and hands-on experience, followed by certification testing.
