About Us
Our communities rely on essential infrastructure systems for daily functioning. At Brodhead Creek Regional Authority, we're responsible for maintaining and operating critical water infrastructure including our Water Treatment Plant and Distribution System. We also manage the Wastewater Treatment Plant that processes flows from participating municipalities.
This vital water and wastewater infrastructure operates continuously, 24 hours a day, 7 days a week. As Monroe County experiences growth, BCRA proactively invests in infrastructure improvements to meet increasing demands. This involves:

Brodhead Creek Regional Authority (BCRA) is a public non-profit water and wastewater organization serving Monroe County, PA. The Authority is governed by a five-member Board of Directors, with one representative from each municipality in its service area. BCRA's infrastructure spans a vast geographic region, from treatment facilities in Stroudsburg to the Kalahari Resort in Tobyhanna Township, supported by 27 full-time employees.
WATER OPERATIONS
BCRA delivers safe municipal water to over 5,500 billing accounts, serving approximately 22,000 residents across residential, commercial, public, and industrial settings. In recent years, BCRA has invested more than $26 million to enhance water sources, upgrade treatment facilities, and improve distribution systems. Service areas include Stroudsburg Borough, substantial portions of Stroud Township, and parts of Smithfield, Hamilton, Pocono, and Tobyhanna Townships (including Kalahari Resort).
The Authority processes roughly 2.6 million gallons daily, about half its permitted capacity of 5.38 million gallons per day. Water sources include two wells adjacent to Brodhead Creek and a surface water intake on the creek itself. Community participation in protecting the Brodhead watershed is crucial for maintaining high-quality water supplies.
WASTEWATER OPERATIONS
Since March 2011, BCRA has operated the former Stroudsburg sewer plant, serving Stroudsburg Borough, Stroud Township, Pocono Township, Hamilton Township, and Tobyhanna Township (Kalahari Resort). Approximately $40 million has been allocated to facility upgrades to accommodate growth and significantly improve the quality of water returned to the watershed. As a non-profit entity, BCRA handles plant operations while municipalities maintain their own collection systems (pumping stations, delivery pipes, etc.). Water and wastewater operations maintain separate financial structures.
