Welcome to Shelby County's "Newly Revitalized" City of Columbiana, proud home of the County Seat. Columbiana offers natural beauty and represents a charming community ideal for living, working, and raising families.
Incorporated in 1837, with corporate limits extending one and a half miles from the public square, Columbiana was originally named Columbia. The Legislature officially changed the name to Columbiana on January 13, 1832.
Before the Civil War, Columbiana housed an iron foundry. During the conflict, CB Churchill operated a foundry supporting the Confederate government, which was ultimately burned in 1865.
As the county seat, Columbiana hosts numerous County Government offices including the Shelby County Board of Education, Shelby County Sheriff's Department, Adult Jail, and the Harrison Regional Library (main office for Shelby County Libraries).
The area boasts thriving commerce featuring American Axel Manufacturing (AAM) - the world's largest ferrous foam producer, Central Alabama Fabricators, upscale retail shops, antique stores, and fine dining establishments. The community benefits from convenient access to Interstate I-65, Highway 280, and Lay Lake, making it an attractive residential destination.

Columbiana Water Works Municipal Water Company and CDCCommon questions about municipal water services:
- What period does my sewer usage bill cover? Typically, sewer usage invoices cover the previous three months. New property owners should review their final statements to see adjustments made at closing. In most instances, the responsibility for the bill falls to the new owner.
- What happens when my bill becomes overdue? Interest charges begin on the first day of each month. According to Connecticut State Statutes, we MUST apply interest charges. Failure to settle your invoice by the due date results in interest charges calculated from the date shown on the invoice.
- What if I never receive a bill? If you own property connected to sewers but don't receive an invoice, contact our office immediately. State Statute 12-130 clarifies that non-receipt of a bill does not invalidate either the bill or associated interest charges.
- How do I update my mailing address? Complete the change of address form and mail it back to our office.
- How can I obtain account information for real estate closings? Mail completed forms to: WUC, P.O. Box 310, Waterford, CT 06385, or fax to 860.442.9037.
- Is the billing cycle changing? Yes, we implemented quarterly billing starting April 2008.
