The governance of the Utilities Board is entrusted to a three-person board appointed by Sylacauga's city governing body for staggered six-year terms. The current Board of Directors includes Chairman Dale H. Cook (term expires July 1, 2018), a retired General Manager; Vice-Chairman Brad Porch (term expires July 1, 2020), Project Manager at Blue Bell Ice Cream; and Mark Tapley (term expires July 1, 2022), a retired Avondale Mills Executive.

Mitch Miller serves as General Manager, reporting directly to the Board of Directors, with John Ham as Finance Manager under his supervision. Each system operated by the Board has a dedicated manager responsible for daily operations. The Utilities Board employs 49 operational staff members, categorized by job descriptions with salary scales based on annual wage surveys of local businesses and comparable utilities.

Personnel policies are established and regularly reviewed by the Board of Directors. The Board's employees are not unionized. In addition to department-specific staff, the Board employs 10 Administrative and General personnel, including management, meter readers, billing, and clerical workers. In total, 59 staff members work for the Utilities Board. For Fiscal Year 2016, the Board's total revenue from all sources was $40,364,301.

  1. How do I reserve a park pavilion? The pavilions at Bryant Park, North Park, Veterans Park, and West Park are available to rent for a non-refundable fee of $25.00. Complete the required form and pay in full by Thursday before your scheduled date. Veterans Park pavilion requires a minimum three-hour rental. For reservations call 462-8900. Note: The Splash Park at Veterans Park cannot be rented, and West Park Pool is rented through BeauCare, Inc. (460-9557).
  2. Do I need a permit for a garage sale? Yes, permits are required and cost $3.00, available at the water office. You're limited to one permit every three months, valid for three days.
  3. Does the city sell cemetery plots? The city manages three cemeteries: Beauregard, Community, and Woodlawn. Plots are currently available at Beauregard and Woodlawn for $525 each (price increases annually), payable by cash or check at the time of purchase.
  4. How do I get set up at the Farmer's Market? All vendors must complete a vendor application, available at city hall or as a downloadable PDF form.
  5. What are the Farmer's Market hours and location? Located on Washington Avenue across from Presley's BBQ, the market is open seven days weekly with unregulated hours.
  6. What are the West Park Pool hours? Seasonally open Monday, Wednesday, Thursday (10:00am-6:00pm), Tuesday and Friday (10:00am-7:00pm), Saturday (10:00am-5:00pm), and Sunday (1:00pm-5:00pm).
  7. How do I get a street light repaired? Call 462-8900 with the pole number and address for repair service.
  8. How do I get a large blue trash can? Contact Progressive at 463-7211.
  9. Who handles large trash items or limb pickup? Call Progressive Waste Solutions at 463-7211 to schedule collection.
  10. Who should I contact about neighbor lawn complaints? Marvin Simmons, City Code Enforcer, handles lawn maintenance complaints and can be reached at 462-8900.
  11. Do I need a building permit? Building permits are processed through the Code Enforcer's office. Contact Marvin Simmons at 462-8900.

Water Department Information:

  • Hours: Monday-Thursday 7:00am-4:30pm, Friday 7:00am-noon (located inside city hall)
  • Minimum residential water bill: $22.12 for 0-2,000 gallons
  • New account setup cost: $50.00 ($40.00 refundable deposit applied to final bill, $10.00 service charge)
  • Disconnection process: Call 462-8933 and provide forwarding address for final bill
  • Bill due date: 22nd of each month, with late fees applied on the 23rd
  • Pool filling service: $50.00 fee payable to water department; bring receipt to Fire Chief's office to schedule
  • Payment options: In-person (200 South Jefferson Street), online, mail, or Kiosk Machine (Jack) outside city hall (cash/check free, credit cards incur $3.95 fee)
