About Us
Del-Co Water Company's primary water sources include the Olentangy River and Alum Creek Reservoir. These surface water sources supply three of the system's four treatment facilities: the Olentangy Plant, Rob E. Scott (Alum Creek) Plant, and Timothy F. McNamara (Old State) Plant.
Surface water is naturally vulnerable to contamination from multiple sources, including agricultural runoff, oil/gas operations, inadequate septic systems, leaking storage tanks, and transportation crossings. For this reason, the surface water treated at these plants is considered highly susceptible to contaminants.
Additionally, Del-Co obtains groundwater from its Knox County well field, which is processed at the Thomas E. Steward Plant. In October 2001, the Ohio EPA approved Del-Co's Wellhead/Water Source Protection Plan for this well field. This groundwater source is also considered highly susceptible due to the absence of a substantial protective layer over the aquifer and the presence of numerous potential contamination sources in the protection area.
Historically, Del-Co has effectively treated its water sources to meet quality standards. By implementing protective measures for the Olentangy River, Alum Creek Reservoir, and local aquifer, the risk of water quality impacts can be further reduced. The State Building Code requires that a permit be obtained by anyone planning to construct, enlarge, modify, repair, relocate, demolish, or change the use of a structure or building. This may include any work on permanent weather-resistant surfaces such as siding, windows, or roofing. There are few exceptions to building permit requirements, most notably cabinet work and interior finishing. All plumbing work requires a separate permit. How can I verify if my building project requires a permit? The Building Inspection and Zoning Department is happy to answer all your questions regarding permits, construction, and property placement. Call them at 507-537-6773 between 8 A.M. and 4:30 P.M. weekdays or leave a message anytime.
Must I hire a contractor or can I do the work myself? Homeowners are allowed to perform work on their own homes. Whether you should hire a contractor depends largely on your skills for the proposed work. For example, if you're uncomfortable with electrical wiring, you might prefer hiring an electrical contractor even though you could legally do it yourself. Either way, check the permit requirements for your specific project.
For commercial buildings, you may perform work on property you own without hiring a contractor or having a license. However, plumbing, mechanical, and electrical work must be completed by licensed contractors. When applying for a building permit, you become responsible for all Code compliance and inspections. Are contractors required to be licensed? Minnesota law requires residential builders, remodelers, and roofers to be licensed to protect homeowners.
