Doyon Utilities tests finished drinking water multiple times daily to ensure safety. CORPORATE HISTORY
In 2007, Doyon Utilities, LLC (DU) secured three 50-year utility privatization contracts for Forts Greely, JBER Richardson and Wainwright in Alaska. Following a transition period, DU officially assumed ownership, operations and maintenance of twelve utilities in August 2008. These agreements represent the largest and most complex contracts ever awarded by the Department of Defense.
UTILITIES OVERVIEW
The privatized utilities include:
- Fort Greely: Central Heat and Power Plant, Heat Distribution System and Utilidors, Electrical Distribution System, Water Distribution System and Treatment, Wastewater Collection System and Treatment Plant
- JBER Richardson: Natural Gas Distribution System, Electrical Distribution System, Water Distribution System and Treatment, Wastewater Collection System
- Fort Wainwright: Central Heat and Power Plant, Heat Distribution System and Utilidors, Electrical Distribution System, Water Distribution System and Treatment, Wastewater Collection System
The initial acquisition value of these utilities was $110 million (since increased to $250 million with additional transfers), with a capital expenditure plan of nearly $400 million in the first five years. Doyon's parent companies provide the financial backing to undertake large privatizations and possess the capability to raise necessary funds for system renewal and replacement.
COMPANY OVERVIEW
This utilities privatization contract is the largest ever granted by the US Military, with an initial contract value of approximately $4 billion over the 50-year term. The contract was awarded following a 30-month competitive solicitation process beginning in 2004, and was the first time the military bundled utility systems under an "all or none" approach.
As a regulated utility in Alaska since the title transfer date, Doyon Utilities operates under traditional cost-of-service rate base regulation. Dan Gavora was appointed President/CEO in August 2009 and works with the Management Committee to provide corporate governance and daily operations oversight.
