Fairbanks is blessed with an abundant supply of fresh water. The Golden Heart Utilities Water Treatment Plant harnesses this resource to deliver premium water to the greater Fairbanks community. Our facility produces approximately 1.3 billion gallons annually. During hot, dry summer seasons like 2004, our plant treated 146.3 million gallons in June alone.

Our water is extracted from four wells along the Chena River and undergoes treatment to eliminate iron and manganese, which affect taste and cause minor discoloration and staining. Unlike many communities, our water source doesn't experience typical surface water contaminants. The treatment chemicals include sodium hypochlorite, ferric sulphate, lime, and polymer. Due to the cold climate, all treatment processes and water storage occur indoors, with 4.7 million gallons of treated water stored in the underground Clearwell.

Plant operators must be certified by the Alaska Department of Environmental Conservation at Level III or IV, with Level IV being the highest possible certification in Alaska. Golden Heart Utilities has implemented several major initiatives to enhance environmental sensitivity in our operations.

Since the 1953 construction of the Fairbanks Water Treatment Plant, materials removed during treatment were discharged into the Chena River under a permit from the Alaska Department of Environmental Conservation. These materials, part of the "lime slurry" used for water softening, include lime, calcium, iron, and manganese traces. While not harmful in discharged quantities, the utility installed a dewatering system preventing approximately 1.5 million pounds of water and solids from entering the river annually. This material now serves as a soil enhancer for a local topsoil contractor.

Additionally, to address safety concerns regarding gaseous chlorine use in downtown Fairbanks, the utility implemented a sodium hypochlorite system. This new system produces a low concentration disinfectant similar to household bleach, created from salt and water processed by electrical current. The resulting material is non-toxic, significantly reducing health concerns.

  4. Can I get a senior rate? Yes, if you're 60 or older, living in a single-family home year-round. Complete the Senior Rate Form and bring it to the Water/Sewer Department in person for age verification. The rate activates when the form is returned.
  5. How and when can I apply for an abatement of water costs? If experiencing a high bill, review the Water/Sewer Abatement Policy to check eligibility. Complete the Abatement Form and return it if qualified.
  6. Who do I call if I see someone using a hydrant? Public fire hydrant use, except by Water or Fire Departments, is illegal. During business hours, notify the Water Department at 508-949-3863. After hours, call Webster Police at 508-943-1212, who will alert the Water Department.
