Understanding Your Water Supply

Municipal water sources include rivers, streams, ponds, reservoirs, springs, and wells. As water travels across land or underground, it dissolves natural minerals and, in some cases, radioactive materials. It can also pick up substances from animal presence or human activities.

Potential Contaminants in Water Sources:

  • MICROBIAL CONTAMINANTS: Viruses and bacteria from sewage facilities, septic systems, agricultural operations, and wildlife.
  • INORGANIC CONTAMINANTS: Salts and metals occurring naturally or resulting from urban runoff, wastewater discharge, oil/gas production, mining, or farming.
  • ORGANIC CHEMICAL CONTAMINANTS: Synthetic and volatile compounds from industrial processes, petroleum production, gas stations, stormwater runoff, and septic systems.
  • PESTICIDES/HERBICIDES: From various sources including agriculture, urban stormwater runoff, and residential usage.
  • RADIOACTIVE CONTAMINANTS: Naturally occurring or resulting from oil/gas production activities.

Water Hardness Classification
Water is classified as soft when total hardness measures below 75 ppm; moderately hard at 75-150 ppm; hard at 150-300 ppm; and very hard at 300+ ppm. To convert hardness from ppm to grains per gallon, divide by 17.1.

Lead Safety Information
Elevated lead levels can cause serious health concerns, particularly for pregnant women and young children. Lead primarily enters water through service line materials and household plumbing components. East Niles Community Services District provides high-quality water but cannot control plumbing material selection. If water has been sitting for several hours, minimize lead exposure by flushing your tap for 30 seconds to 2 minutes before using water for consumption or cooking. For concerns about lead, consider water testing. More information is available from the Safe Drinking Water Hotline or at http://www.EPA.gov/safe water/lead.

East Niles CSD Municipal Water Report Info

The East Niles Community Services District was established in 1954 to operate a water system, with sewer service capabilities added in 1960. The District serves both unincorporated areas of Kern County and portions of Bakersfield City.

Currently covering approximately 5,500 acres of primarily residential development, the District serves around 31,700 residents and maintains 7,800 water service connections (as of July 2015).

The District is governed by a five-member Board of Directors elected to 4-year terms. Key infrastructure includes:

  • 7 potable water production wells
  • 13 potable water storage reservoirs (13.1 million gallons total capacity)
  • 9 water booster stations for elevation distribution
  • Approximately 110 miles of water transmission and distribution mains
  • Associated control and telemetry systems

Beyond groundwater production, the District purchases treated surface water from Kern County Water Agency Improvement District No. 4. Raw water is processed at the Henry Garnett Water Purification Plant and distributed to the northern District area. Previously, the District utilized raw water (Friant water) delivered by Arvin-Edison Water Storage District, but these deliveries ceased in October 2003.

The sewer collection system includes approximately 70 miles of sewer mains ranging from 8-inch to 42-inch diameter (trunk line on Brundage Lane). The District has an agreement with Bakersfield City to treat all sewage at the City's Subregional Wastewater Treatment Plant No. 2.

The District headquarters is located at 1417 Vale Street, Bakersfield, California, 93306. Regular Board meetings occur on the third and fourth Monday of each month at 5:30 pm at the District Office, with alternative scheduling for holidays.
