  1. Where is City Hall located? City Hall is situated at 324 N Kansas Avenue.

  3. How do I schedule an inspection? You can arrange an inspection by visiting City Hall or contacting our Building and Zoning Department at 620-626-2261.
  4. How and where do I pay my water bill? Payment Options: You can settle your current water, sewer and trash bill through several methods:
    • In Person at the Utility counter at City Hall: Cash, Check, Money Order
    • Night Drop Box on the west side of the building: Check, Money Order (NO CASH PLEASE)
    • Via US Mail: Check, Money Order (NO CASH PLEASE)
  5. How do I establish water service? To initiate service, please provide two forms of identification, one being a photo ID. Examples include Kansas ID, Social Security card, Student ID, Valid driver's license, or Work ID. For rental properties, a lease agreement is required along with two forms of identification. Initial Setup Service Fee: A $20 non-refundable/non-transferable connection fee is required. Services can be established Monday-Thursday from 7:30 am to 5:00 pm and Friday from 7:30 to 11:00 am.

  7. Where can I adopt a pet? Dogs and cats are available for adoption at Liberal Animal Shelter, located at 1985 N Country Estates Rd. Animal photos are regularly posted to their Facebook page: https://www.Facebook.Com/LiberalAnimalShelter/ Hours: Monday-Wednesday 11:00 am - 5:00 pm, Thursday 1:00 - 5:00 pm, Friday-Sunday 11:00 am - 5:00 pm.
  8. Does Liberal have a leash law? Yes, the leash law prohibits certain domestic animals from roaming freely. Liberal City Code states that "It shall be illegal for any person owning, harboring, or having custody or possession of any dog to cause or allow such animal to run at large within the city. If any dog is found at large within the city, the owner will be presumed to have violated this article." Chapter 2 defines "at large" as "To be outside of a fence or other enclosure which restrains the animals to specific premises or not under the control, by leash or lead, of the owner or other authorized person capable of restraining the animal. Animals tethered to a stationary object within range of public thoroughfares are deemed to be 'At Large.'" This means all dogs must be restrained by a leash, rope, chain, fenced area, or kept inside a dwelling 24 hours a day and not allowed to roam freely.
