Action Level (AL): The contaminant concentration which, when exceeded, triggers treatment requirements that water providers must follow.
Maximum Contaminant Level Goal (MCLG): The contaminant level in municipal water below which no known or anticipated health risks exist. MCLGs provide a safety margin.
Maximum Contaminant Level (MCL): The highest permitted contaminant level in municipal water. MCLs are established as close to MCLGs as feasible using available treatment technologies.
Maximum Residual Disinfectant Level (MRDL): The highest allowable disinfectant level in municipal water. Evidence shows disinfectants are necessary to control microbial contaminants.
Maximum Residual Disinfectant Level Goal (MRDLG): The disinfectant level in municipal water below which no known or expected health risks exist. MRDLGs don't reflect benefits of using disinfectants to control microbial contamination.

Originally established as Escambia County Utilities Authority in 1981 by Florida Legislature, the organization was created to manage water and wastewater systems for Escambia County and Pensacola. Sanitation services were added in 1992. ECUA is governed by a five-member Board, with each member elected from one of the county's electoral districts for staggered four-year terms. The name was officially changed to Emerald Coast Utilities Authority on June 29, 2004.
