About Us
Since 1996, the Safe Drinking Water Act has required all public water suppliers to provide annual water quality information to their customers. Flowing Wells Irrigation District draws its municipal water from the Tucson Basin aquifer through eight active wells, extracting water from depths of 205 to 400 feet below ground level. This groundwater is stored in tanks and reservoirs before being pressurized and distributed through underground pipes to homes and businesses.
We're pleased to confirm our municipal water meets all federal and state requirements. This report outlines water quality details and their significance for residents. We encourage customers to stay informed about their water utility by attending our monthly board meetings, held the first Tuesday of each month at 4:00 pm in our office conference room at 3901 N. Our staff regularly collects water samples from wells, storage facilities, and the distribution system. These samples undergo analysis at state-licensed laboratories, with results reported to both the District and the Arizona Department of Environmental Quality's Water Quality Division.
This report presents monitoring results from January 1, 2017, through December 31, 2017, using the most current testing data available. The EPA establishes both minimum detection levels and maximum contaminant levels for water safety. It's important to understand that detecting a substance doesn't necessarily indicate a safety violation—many substances occur naturally in groundwater at levels well within federal guidelines.
Water Hardness: Arizona water flows through mineral-rich soil containing calcium and magnesium. These harmless minerals dissolve completely in the water, creating what's known as hard water. While water hardness poses no health risks, it can reduce soap cleaning effectiveness and leave residue on fixtures, dishes, and glassware.
Chlorination: Flowing Wells Irrigation District treats water with chlorine, the most widely used water disinfectant. This essential treatment prevents waterborne diseases and protects public health daily.

- The District has implemented a conservation-based summer pricing structure from May through October
- Over half of residential water usage typically occurs outdoors
- 75% of indoor water use happens in bathrooms—installing conservation devices and taking shorter showers helps conserve water
- Air coolers can use between 50-200 gallons daily
- 90% of household leaks occur in toilet tanks, usually at the flapper valve

Flowing Wells Irrigation District has been serving north Tucson residents since 1922. Originally established to serve primarily agricultural water customers with some municipal users, the District has evolved alongside Tucson's growth after World War II.
Former agricultural lands have transformed into residential subdivisions, manufactured housing parks, condominium and townhouse complexes, numerous Flowing Wells Unified School District schools, and a variety of commercial and industrial businesses.
The District's service area is roughly bordered by Interstate 10 to the southwest, Miracle Mile to the south, Fairview to the east, and the Rillito River to the north. Our municipal water supply comes from the Tucson Basin aquifer, with our active wells drawing water from depths of 205 to 360 feet below ground level.
While we operate under an elected Board of Directors who meet monthly, day-to-day operations are managed by District Superintendent David Crockett and support staff including both office and field personnel. As a political subdivision of Arizona, the District is governed by Title 48 of Arizona Revised Statutes rather than being regulated by the Arizona Corporation Commission.
