The City of Grosse Pointe Woods was originally formed in 1927 as the Village of Lochmoor. In 1939, it became the Village of Grosse Pointe Woods and was officially incorporated as the City of Grosse Pointe Woods on December 11, 1950, as a Home Rule City. The city encompasses an area of 3.28 square miles.

Grosse Pointe Woods operates under a Council-Manager form of government established by the City Charter, which residents adopted in 1950. This efficient system divides governance into policy-making and administrative functions, with a structure similar to a business organization.

The residents represent the highest governmental authority. They delegate power to representatives elected every three years. Like a corporate Board of Directors, the City Council—comprised of the mayor and six council members—is responsible for establishing policies and adopting ordinances necessary to maintain citizens' health, safety, and welfare. Input from various advisory boards and commissions serves as a valuable resource.

Citizens demonstrate community interest not only by voting but also by actively participating in the policy-making process. The city has established 15 boards or commissions to address various needs. Some function in an advisory capacity, making recommendations to the City Council, while others review issues and petitions from residents and offer recommendations based on local regulations and laws.

Mayor Robert E. Novitke takes particular pride in commission and board members who serve the city on numerous occasions. These dedicated citizens have been recognized for their loyalty and extensive contributions to maintaining one of the finest communities in the nation.

  1. Is the City of Saginaw under any watering regulations? YES! The Tarrant Regional Water District and the City of Fort Worth have initiated "Stage 1 Watering Restrictions". The water district's customers encompass Fort Worth, Arlington, Mansfield and the Trinity River Authority, which in turn sell water to different cities. The City of Saginaw purchases water from the City of Fort Worth and must follow their water regulations. This means residential clients in Saginaw may be restricted to outdoor irrigation twice weekly.

    Stage One Watering Restrictions:
    • MONDAY - No Outdoor Watering Allowed
    • TUESDAY & FRIDAY - Nonresidential clients: apartments, businesses, parks, common areas
    • WEDNESDAY & SATURDAY - Residential addresses ending in 0, 2, 4, 6, 8
    • THURSDAY & SUNDAY - Residential addresses ending in 1, 3, 5, 7, 9
    The prohibition against outdoor watering between 10 a.m. and 6 p.m. remains in effect, though residents can still hand-water plants and flower beds.

  4. What is CODE RED? How Can I Sign Up for CODE RED? CodeRED is an emergency notification system implemented by Saginaw's emergency management team. This high-speed telephone service delivers emergency notifications. The system allows us to call all or targeted areas of the city during emergencies requiring immediate action, such as severe weather alerts or missing children notices. It can deliver up to 60,000 calls per hour with our recorded message to either a live person or answering machine, making three connection attempts to any number.

    This system will only be used for emergencies, including:
    • Bomb threats
    • Chemical spills or gas leaks
    • Drinking water contamination
    • Evacuation notices and routes
    • Fires or floods
    • Missing person alerts
    • Other emergency incidents where rapid and accurate notification is crucial for life safety
    • Threatening or approaching severe weather
    • Utility outages

  6. What do I need to bring to get a library card? You need to present some form of photo ID with proof of current address, such as your driver's license. If you recently moved and your driver's license address isn't current, please bring your driver's license or photo ID along with mail received at your current residence, like a water bill, to verify your current address. We cannot accept expired forms of identification.

  9. What can be done about speeders on my street? Are speed humps/bumps available in Saginaw? Contact our traffic tip hotline at (817) 230-0399 or police dispatch at (817) 232-0311. Your complaint will be forwarded to patrol officers. Currently, Saginaw does not use speed humps for traffic calming. Studies show these devices slow emergency response vehicles and cause excessive wear on all vehicles.
  10. What can be done about all the train noise, traffic, and signals? Trains have been integral to Saginaw throughout its history. The Police Department regularly monitors trains to ensure compliance with state and federal guidelines.
  11. Where is the Police Department located and what are the hours of operation? The Police Department is located two blocks west of City Hall at 505 W. McLeroy Blvd, Saginaw, TX 76179. The Department operates 24 hours a day, seven days a week.
