EARLY SETTLERS
The earliest known inhabitants of the Morongo Basin were the Serrano Indians. These ancient peoples migrated annually to higher hunting grounds through Big Morongo Canyon, where water was reliable at several natural springs. Their established campsites were later utilized by cattle ranchers who adopted this canyon route as an alternative path to Arizona.

DISCOVERY OF WATER
One pioneering rancher, Mark "Chuck" Warren and his family chose to homestead in present-day Yucca Valley. They hand-dug the area's first well, which became known as "Warren's Well." Eventually, the Warren family constructed a windmill to pump water and established the region's first settlement.

FORMATION OF WATER DISTRICTS
In 1945, a group of investors led by Ted Jurling recognized Yucca Valley's development potential. They purchased three land sections and installed the first operational pump, establishing the Yucca Water Company, Ltd. Other developers followed similar patterns, resulting in multiple community water companies serving individual developments. Through consolidation, seven water purveyors now serve the communities of Yucca Valley, Joshua Tree, Morongo Valley, Flamingo Heights, Landers, and 29 Palms.

Hi Desert Water District formed in 1962 as Yucca Valley County Water District. The District acquired Joshua Forest Water Company in 1964, followed by Rancho Ramon and Mountain Mutual Water companies in 1965. It was renamed Hi-Desert County Water District in 1971 and finally Hi-Desert Water District in 1980 to avoid confusion.

TODAY
The District currently maintains over 10,000 active service connections across a 57-square-mile service area. Its infrastructure includes 16 storage tanks, 13 wells, and more than 297 miles of pipeline, providing water to the Town of Yucca Valley and portions of unincorporated San Bernardino County. Beyond water service, the District has undertaken responsibility for constructing the area's first centralized sewer system and wastewater treatment facility.

  2. My water bill uses HCF. What does HCF mean? HCF stands for Hundred Cubic Feet, a standard measurement unit in the water industry. One HCF equals approximately 748 gallons. For more details, call 508-457-2543.
  3. I don't use much water! What's considered average water usage? The typical year-round single-family residence in Falmouth consumes about 79 HCF of water annually. Contact 508-457-2543 for more information.
  4. How can I compare my usage to the average? Typical individual water consumption is 70 gallons daily, equaling 25,550 gallons yearly per person. Measured in HCF, an average person uses 34 HCF annually. For comparison assistance, call 508-457-2543.
  5. Why is my water brown? Brown water typically results from disruptions to normal water flow, such as main breaks, system improvements, or maintenance flushing. The issue usually resolves within hours or a day. If it persists, please contact the DPW main number for follow-up. Call 508-457-2543 for more information.
  6. How do I arrange water service shutoff/activation for my seasonal home? Simply call the main DPW number with at least three working days' notice. Each service activation/deactivation costs $25 during normal business hours. After-hours service follows the current rate structure. Contact 508-457-2543 to schedule.

  8. What is a Comprehensive Wastewater Management Plan (CWMP)? A CWMP documents the local planning process for reducing nitrogen pollution affecting water quality. This Massachusetts Department of Environmental Protection (MassDEP) guided process assesses coastal ponds and estuaries to develop cost-effective, environmentally sound solutions meeting Total Maximum Daily Load (TMDL) requirements.   9. Why doesn't the CWMP include all our estuaries if it's "comprehensive"? Falmouth encompasses 15 estuaries with associated watersheds. The initial CWMP addressed the most degraded water bodies, including Little Pond, Green Pond, Great Pond, Bournes Pond, Eel Pond, Waquoit Bay, and West Falmouth Harbor.
