East Valley Water District

The East Valley Water District manages water resources across approximately 30 square miles, utilizing three primary water sources: the Santa Ana River, Bunker Hill Groundwater Basin, and State Water Project.

The Santa Ana River water begins as natural springs and snowmelt from the San Bernardino Mountains. EVWD collects water just south of the Seven Oaks Dam, before potential contamination points. This water travels through the North Fork Canal to the Philip A. Disch Surface Water Treatment Plant (Plant 134), a state-of-the-art facility using ultra-filtration technology capable of treating 8 million gallons daily.

Groundwater comes from the Bunker Hill Basin, a natural underground reservoir of soil, sand, and gravel. Rainwater filters down and is accessed through 16 strategically placed wells throughout the district. These wells are positioned at various locations, from undeveloped areas like Plant 125 east of Cone Camp Road to Plant 24 at Lynwood Drive and Harrison Street, which doubles as a public park.

A smaller portion of water is imported from Northern California via the State Water Project, accessed through San Bernardino Valley Municipal Water District. This imported water serves as a crucial component of the District's long-term sustainability plan, with usage varying annually based on availability and need.

1. Can I walk my dog on a Gloucester beach? Dogs are NOT permitted on public beaches from May 1st to September 30th. Leashed dogs are allowed on Good Harbor Beach and Wingaersheek Beach from October 1st through April 30th. Dogs may be unleashed on Good Harbor Beach on even-numbered days and on Wingaersheek Beach on odd-numbered days during this period. Unleashed dogs are permitted on Plum Cove Beach and Cressy Beach on consecutive days from October 1st through April 30th. Dogs are welcome year-round at Crab Beach but must remain under owner control at all times. Recent ordinance changes are available online.

3. Can I pay a parking ticket at the City Clerk's Office? No. All parking tickets must be paid directly to the Collector's Office.
4. Can I use a debit/credit card at the City Clerk's office? No. The City Clerk's office accepts payment only by cash, check, or money order.
5. How do I apply for a dog license? Applications can be submitted in person at the City Clerk's office or by mail. The fee is $15.00 for spayed/neutered dogs and $16.00 for non-spayed/neutered dogs if registered before the April 30th deadline. 6. How do I register for saltwater fishing? Register by calling Marine Fisheries at 1-888-674-7411 or visiting the Marine Recreational Information Program website.
7. How do I obtain a marriage license? Both individuals must appear in person at the City Clerk's office with valid identification to file an intention. The license fee is $40.00. 8. Why was I charged $1.00 more than my hunting/fishing license shows? The City Clerk's office applies a $1.00 administrative fee for processing. The amount printed on the license reflects only the portion that goes to the Department of Fisheries and Wildlife, as they prefer the administrative fee not appear on their records.
