About Us
The Phelan Piñon Hills Community Services District proudly presents our annual Customer Confidence Report. This report contains vital information about tap water quality, as required by the State Water Resources Control Board (SWRCB).
According to the United States Geological Survey (USGS), our water supply is over 2,000 years old. We primarily draw from the Oeste aquifer, with some supply from the Alto aquifer. Water reaches our distribution system through eleven groundwater wells with an average depth of approximately 1,500 feet.
Our infrastructure includes 35 reservoirs with a combined capacity of approximately 12,500,000 gallons, thirty-two pressure reducing stations across 15 pressure zones, 63 booster pumps, and roughly 353 miles of pipeline. We currently serve approximately 6,854 metered accounts.
Our mission is to provide safe, great-tasting water to our customers. As required, we add Sodium Hypochlorite as a disinfectant, with a Running Annual Average (RAA) of 0.80 mg/L for 2016. We implement cutting-edge technologies to meet stringent health standards and satisfy the demands of our growing community. Through consistent testing protocols, we aim to meet the most rigorous municipal water requirements.

Our core mission is to efficiently provide authorized services while maximizing resources to support the community. These authorized services include water, parks and recreation, solid waste and recycling, and street lighting.
In February 2008, residents of Phelan and Piñon Hills voted overwhelmingly to separate the Water, Parks and Recreation, and Street Lighting Districts from the County and establish a Community Services District. The Phelan Piñon Hills Community Services District was formed through an election on February 5, 2008, with an impressive 81% approval rating.
This consolidation merged three Special Districts: Zone-L70 Water, CSA-9 Phelan Parks and Street Lighting, and CSA 56-F1 Piñon Hills Parks. The merger enabled these communities to achieve a form of self-governance while preserving their rural character.
At 128 square miles, our District stands as the largest Community Service District in San Bernardino County. A five-member Board of Directors was elected in March 2008 to oversee the District (LAFCO Resolution 2994). Board members serve four-year terms, with elections now held in even years (changed from odd years per SB415 effective 2017).
On November 16, 2011, LAFCO approved solid waste and recycling functions for the District through Resolution 3153, formalized by a Certificate of Completion on January 24, 2012. The District later expanded into El Mirage via LAFCO Resolution 3213 (November 9, 2011) and Resolution 3239 (February 17, 2016), allowing annexation of District-owned property to avoid property taxes.
District Board meetings are held at 6 p.m. on the first and third Wednesdays of each month at the Phelan Community Center, located on the east side of Sheep Creek Road between Phelan and Nielson Roads.
