About Us
West Valley Water District is a Special District governed by a 5-member Board of Directors providing retail water service to approximately 83,218 residents. The District serves communities in Rialto, Colton, Fontana, Bloomington, portions of unincorporated San Bernardino County, and part of Jurupa Valley in Riverside County.
Our mission is to deliver reliable, safe municipal water that meets current and future customer needs at reasonable rates while promoting water conservation. West Valley Water District obtains water from both local and imported sources, conducting regular contaminant testing according to Federal and State Regulations.
The District maintains stringent safety protocols, with staff collecting samples weekly, monthly, quarterly, annually and triennially in compliance with EPA and State Water Resources Control Board guidelines. To ensure premium water quality, we operate seven treatment facilities:
- Fluidized Bed Reactor (FBR): pioneering bioremediation technology removing perchlorate
- Fixed Bed Reactor (FXB): treats water by eliminating perchlorate, nitrate, and trichloroethylene
- Oliver P. Roemer Water Filtration Facility: processes surface water from Lytle Creek and State Project Water
- Arsenic Treatment Facility: specifically treats Well No. 2
- Three Perchlorate Treatment Plants (Wells 16/17, 42, and 18A): utilizing Ion Exchange Treatment Systems

Our history dates back to February 28, 1952, when our predecessor, West San Bernardino County Water District, acquired three local mutual water companies. This strategic acquisition preserved the communities' water rights and assets, including rights dating back to 1897.
In those early years, agricultural water usage exceeded residential consumption. However, during the 1970s-80s, residential development flourished, and domestic water use soon surpassed agricultural demands. Several smaller water companies merged with the District during this period of expansion. By the late 1980s, the District operated an infrastructure network of 180 miles of pipeline, 12 reservoirs, and 15 water wells, with headquarters established at the current Baseline Road location in Rialto.
In 1992, the District collaborated to construct five miles of new pipeline delivering essential water from San Bernardino's Bunker Hill Basin. The following year, a partnership with Rialto led to the construction of the Oliver P. Roemer Water Filtration Facility for treating Lytle Creek water. This facility has since been expanded twice and now also processes State Water Project water, increasing supply capacity.
The District rebranded as West Valley Water District (WVWD) in 2003, by which time it maintained five treatment plants, 360 miles of pipeline, 25 reservoirs, 17 wells, 20,000 service connections, and provided water to approximately 66,000 residents.
Recent milestones include the 2015 Board vote to roll back rate increases and provide $2.5 million in customer refunds, and the 2016 opening of the nation's first perchlorate treatment facility using natural bioremediation technology. Our second perchlorate facility was completed in 2017, and we continue to grow, now serving over 80,000 residents with additional infrastructure projects underway.

When is my water bill due and what happens if I can't pay on time?
Water bills are due by the 15th of each month for the previous month's usage. If payment isn't received by the 15th, notices are issued on the first working day following with a 12% late fee on the water and sewer portions. Service disconnection may occur as early as the 22nd of the month for non-payment. Restoration requires an additional $10.00 fee for water and $10.00 for sewer services before reconnection.
What are the current tax rates?
- City sales tax: 7.85%
- Comprised of: 4.225% State Tax, 1.125% County Tax, 2.375% City Tax, 0.125% Transportation Tax
- City property tax rate: $0.3639 per $100 of assessed valuation
What other revenue does the city collect?
In addition to sales tax, the city collects franchise fees, business license and permit fees, municipal court fines, motor vehicle and fuel taxes, and taxes on cigarette sales.
