About Us
This report aims to inform City of Hemet water customers about the sources and quality of their water supply. It contains essential information regarding where Hemet's water originates, its contents, and how it measures against regulatory standards.
All municipal water providers must comply with federal and state regulations requiring an annual water quality report for consumers. In 2017, Hemet's municipal water met most U.S. Environmental Protection Agency (USEPA) and State health requirements with no violations of maximum contamination levels or other water quality standards.
Our Water Resources: The City of Hemet utilizes two distinct water sources. Local groundwater is extracted from both the Hemet and San Jacinto Groundwater Basins via four deep wells - three located in the Hemet Basin and one in the San Jacinto Basin. Stormwater collected in retention basins naturally percolates into the ground, helping replenish our groundwater reserves.
Additionally, the City maintains two connections with Eastern Municipal Water District and one with Lake Hemet Municipal Water District, which are activated as needed to supplement the primary water supply during peak demand periods.

The region now known as Hemet was first inhabited by the Cahuilla Indian tribe. During the mid-1800s, it became a cattle ranch for Mission San Luis Rey and was named Rancho San Jacinto. When the Mexican government disbanded the missions, the land was granted to Jose Antonio Estudillo in 1842.
Hemet's founding and early development can be attributed to two unexpected events and the commitment of two wealthy individuals. The first event was author Helen Hunt Jackson's visit to the San Jacinto Valley in 1883. Jackson, researching for her novel "Ramona," came to gather information about the Soboba Indians living along the San Jacinto River, accompanied by her interpreter, Abbot Kinney.
During their visit, Jackson and Kinney stayed at various ranches and met several valley residents, notably Charles Thomas and Hancock McClung Johnston. These men owned ranches in the San Jacinto Mountains where they raised racehorses in what was then called Hemet Valley.
On October 15, 1886, Estudillo sold 3,000 acres to Edward L. Mayberry, Albert H.H. Judson, and Peter Potts. By December 1886, they had sold some interests to Hancock M. Johnston. Additionally, these four men, along with San Francisco industrialist William Whittier, acquired another 3,000 acres east of the Estudillo tract from H.T. Hewitt, who owned a hotel and shops in San Jacinto.
This led to the formation of two companies on January 27, 1887: the Lake Hemet Company and the Hemet Land Company, with Mayberry and Whittier holding the majority stock. Their initial plans included building a dam in the mountains to create a reservoir supplying water to the Hemet Land Company properties and two townsites: Hemet and South San Jacinto.
The first railroad tracks into the San Jacinto Valley were laid in 1887, with the first official train arriving in April 1888 to Mayberry's townsite before turning north toward San Jacinto.
