About Us
IRWD is deeply committed to providing reliable, high-quality water to its customers. Our water supply is a carefully managed blend of groundwater from the Orange County Groundwater Basin and surface water imported by Metropolitan Water District.
MWD's imported water originates from the State Water Project and the Colorado River Aqueduct. Local groundwater is pumped from a natural underground reservoir extending from Prado Dam throughout northwestern Orange County, reaching as far south as the El Toro "Y." Additional groundwater resources come from the Harding Canyon Dam watershed in Cleveland National Forest.
Approximately 65% of IRWD's total municipal water supply comes from local groundwater sources. Following California's record rainfall in 2017 after five consecutive drought years, Governor Jerry Brown officially declared the drought over on April 7, 2017. While this wet season was welcome, water conservation in homes and businesses remains essential.

Established in 1961 as a California Water District under state Water Code provisions, Irvine Ranch Water District operates as an independent special district serving Central Orange County. IRWD delivers premium quality water, reliable wastewater collection and treatment, innovative recycled water programs, and environmentally responsible urban runoff treatment to more than 380,000 residents.
As an independent, non-profit public agency, IRWD is governed by a five-member publicly elected Board of Directors. Board members serve four-year terms and are elected at-large. The Board oversees District policies and decision-making, while day-to-day operations are managed by the General Manager.

A non-ad Valorem assessment is a fee charged through a property tax bill that isn't based on property value like ad Valorem taxes. These assessments follow the same benefits, deadlines, and penalties as ad Valorem taxes, but property exemptions for disability, seniors, or military service don't apply to these charges.
- Why are water fees on my property tax bill?
The City of Jacksonville places stormwater and solid waste fees on property tax bills because it allows customers to receive early-payment discounts, enables monthly payments through escrow accounts, permits quarterly installment plans for bills over $100, and ensures fees are settled during property sales. This approach provides consistent funding for essential water services.
- Why aren't these assessments shown on my TRIM notice?
The Property Appraiser's TRIM (Truth in Millage) notices address ad Valorem taxes only. Other entities like the City of Jacksonville must handle notification of non-ad Valorem assessments separately.
- How are my water charges calculated?
The solid waste fee is a flat rate of $12.65 (as of 10/1/10) charged to eligible residential properties based on Property Appraiser records, regardless of occupancy or utility usage. Stormwater fees are calculated based on the amount of impervious surface area on your property and your property classification.
- What if I don't pay these fees?
You cannot choose to pay only the ad Valorem portion of your bill while withholding non-ad Valorem assessments. Failure to pay the complete bill by the due date will result in penalties and may eventually lead to loss of property title.
