About Us
County Service Area 64 (CSA 64) operates within the Special Districts Department's Water and Sanitation Division, serving approximately 16,419 residents in the Spring Valley Lake community. The system includes:
- 6 active wells providing groundwater
- 3 storage reservoirs with combined capacity of 2,700,500 gallons
- Approximately 36 miles of water distribution lines
- 3,897 radio-read metered connections
A new well replacement project was scheduled for completion in 2017, replacing the aging Well 4 facility. CSA 64's management team and staff work collaboratively to ensure residents receive the highest quality water possible.
Our rigorous testing program monitors for bacteriological, chemical, and radiological contaminants throughout the year, maintaining transparency through annual Customer Confidence Reports (CCR). These reports detail all contaminants detected in the previous year and historical data.
To ensure tap water safety, both the U.S. Environmental Protection Agency (USEPA) and the State Water Resources Control Board establish regulations limiting contaminant levels in public water systems. Similar protections exist for bottled water through FDA regulations and California law.

CSA 64 complies with California's Total Coliform Rule and the federal Modified Total Coliform Rule (effective April 2016), which protects public health by ensuring distribution system integrity and monitoring for microbial contaminants.
