Iowa City Water Department Municipal Water Report Info

The City of Iowa City was established in 1839 and incorporated on April 6, 1853. The city's home rule charter was adopted by voters on November 15, 1973. The city is governed by a seven-member Council, with each member serving a four-year term.

Elections occur biennially, ensuring at least three members continue in office after each election. Council members are elected at-large, with three members nominated from specific districts and four nominated at-large. Districts are only used in primaries. The Council selects a Mayor from its members for a two-year term.

The City Council serves as the legislative body, making policy decisions through laws and resolutions. It also adopts a budget determining revenue and expenditure allocations, and appoints members to various boards, commissions, and committees.

The City Manager, appointed by the City Council, implements Council policy decisions, enforces city laws, oversees department managers, and administers the personnel system. The City Clerk, appointed by and reporting to the Council, manages government documentation, licenses, permits, and provides information about the Municipal Code to the public and city departments.

The City Attorney, also Council-appointed, oversees the City Attorney's Office with four Assistant City Attorneys and two additional full-time staff. The City Attorney serves as Chief Legal Counsel to the Council, City Manager, various departments, and most commissions and boards.

Iowa City provides comprehensive services including police and fire protection, road maintenance, infrastructure, inspection, licensing, a municipal airport, library, and recreational activities. The city owns and operates its water supply, distribution system, and sewage collection with secondary treatment. Almost the entire city has separate storm and sanitary sewer systems. The city also manages downtown parking and operates a transit system.
