The Board of Water Supply (BWS) manages Oahu's municipal water resources and distribution network. The BWS ensures residents receive safe and dependable water service at reasonable rates. Revenue collected from water sales funds its operations and projects.
As a semi-autonomous agency, the BWS is overseen by a seven-member Board of Directors. Five members are appointed by the Mayor and confirmed by the City Council. The remaining two directors are the Director of the Hawaii State Department of Transportation (DOT) and the Chief Engineer of the City Department of Facility Maintenance (DFM).

The City of El Segundo operates as a common law municipality with a Council/Manager structure. There are seven elected positions: five Council Members, one Treasurer, and one City Clerk. All offices in common law municipalities are non-partisan.
