About WJPA: The Woodlands Joint Powers Agency serves as the central administrative organization for the ten Municipal Utility Districts (MUDs) currently serving The Woodlands in Montgomery County.

Our primary services include water distribution, wastewater collection, storm drainage management and tax collection. The WJPA's core mission is to provide professional, reliable and quality services to our MUDs while maintaining fiscal responsibility.

We continually strive to improve our efficiency in maintaining the utility infrastructure and enhancing communication with our customers.

MUD History: Municipal Utility Districts are political subdivisions of the state, typically established by the legislature to operate and maintain water, wastewater and drainage systems within defined geographical areas. In Texas, MUDs commonly finance utility development for residential and commercial zones outside city limits in unincorporated areas. Texas is home to over 1500 MUDs.

Historical Development:
• 1904 – Texas Constitution Section 52, Article III authorized the creation of special districts
• 1917 – Conservation amendment adopted allowing water districts with unlimited bonded debt
• 1925-1971 – Evolution of regulatory agencies and various water district types
• 1971 – Municipal Utility District Act added Chapter 54 to the Texas Water Code
• 1993 – Formation of the Texas Natural Resources Conservation Commission (TNRCC)
• 1995 – Chapter 49 added to the Texas Water Code for common governance
• Present – TNRCC renamed to Texas Commission of Environmental Quality (TCEQ)
