About WJPA The Woodlands Joint Powers Agency serves as the central administrative office for the ten Municipal Utility Districts (MUDs) currently operating in The Woodlands, Montgomery County. Our services encompass water distribution, wastewater collection, storm drainage, and tax collection services.

The WJPA's primary mission is to provide professional, reliable, and quality services to our member MUDs while maintaining fiscal responsibility. We continuously work to improve efficiency in infrastructure maintenance and enhance customer communications.

MUD History: Municipal Utility Districts are political subdivisions of Texas, typically established by the legislature to operate and maintain water, wastewater, and drainage systems within defined geographical areas. In Texas, MUDs frequently finance utility development in residential and commercial zones outside city limits in unincorporated regions. Texas has over 1500 active MUDs.

Historical Timeline:
1904 – Texas Constitution Section 52, Article III authorized the creation of special districts for waterway development, flood prevention, and irrigation.
1917 – Conservation amendment in Section 59, Article XVI allowed water districts to operate with unlimited bonded debt.
1925-1971 – Evolution of regulatory agencies leading to The Texas Water Commission.
1971 – The Municipal Utility District Act added Chapter 54 to the Texas Water Code.
1993 – Formation of The Texas Natural Resources Conservation Commission (TNRCC).
1995 – Chapter 49 added to the Texas Water Code for governing special water districts.
Present – TNRCC renamed to Texas Commission of Environmental Quality (TCEQ).
