The Lubeck Public Service District was established on January 30, 1958 and began water service to approximately 300 customers in 1960, charging $6.00 for 3,000 gallons. In July 1988, the District expanded its capacity boundary to the Jackson County line. Over time, the District completed several self-help water projects to extend service to new customers.

Starting around 1987, the District implemented water rationing during summer months. In 1988, efforts began to relocate to a new water well field that would adequately serve all district customers. A new well field and treatment plant were constructed, and the District moved to its current location beside Walnut Grove subdivision in 1990.

The District continues to extend water lines to new customers through self-help projects or surcharges to fund expansions. In 2006, four new water tanks were completed, providing adequate water supply during power outages and improving distribution across the District. In 2007, DuPont installed Granular Activated Carbon filters to reduce ammonium perfluorooctanoate (C-8) below the EPA recommended level of 0.04 PPB.

The District began operating sewage package plants in 1965, eventually managing 14 plants throughout the service area. A major 1998 sewer project installed approximately 40 miles of gravity sewer lines, 11 pump stations, and a 1.5 MGD Oxidation Ditch sewage plant, allowing the District to decommission 13 package plants. The region continues making significant improvements to water and sewer service quality, ensuring customers receive the highest level of service.
