This report aims to inform the public about the quality of water and services delivered daily. Our dedication is to provide customers with safe, clean, and reliable water supply. We assure you that we continuously monitor, improve, and protect the water system to maintain high-quality standards.

Water is essential in every household, and we encourage everyone to conserve and help protect our water sources and infrastructure. Muhlenberg County Water District #3 purchases water from Central Town Municipal Water and Sewer, which draws surface water from the Green River.

The initial source water assessment is available through the Pennyrile Area Development District. The upstream drainage area includes residential, agricultural, and mining activities. The assessment identified 246 potential contamination sources with 208 classified as moderate risk. However, several sites were categorized as high-risk.

Among these risks are 25 oil/gas wells and 10 landfills that present contamination possibilities through leaching, siltation, and illegal dumping. Additionally, 10 underground/aboveground storage tanks and three auto repair facilities pose risks due to potential petroleum leaks and spills. Other concerns include roads, bridges, and highways that risk hazardous materials entering the water supply through traffic accidents or illegal dumping.

1. Question: My water has a cloudy white appearance, what's wrong?
   Answer: This indicates air has entered the waterline and is typically a temporary issue with no health impacts. If the problem continues, contact the Moss Water Treatment Plant at 270-887-4232.
2. Question: My water smells like sewage when I turn on the tap, what's wrong?
   Answer: Often this isn't the water but a drain issue that becomes more noticeable when the tap is running. Freshen drains by pouring in baking soda followed by vinegar, or using a bleach and water solution.
3. Question: My water has turned brown, what should I do?
   Answer: This may result from a line break and repairs, or flow changes from hydrant flushing or fire protection use. Run your faucet for a few minutes. If it doesn't clear quickly, call the Moss Water Treatment Plant at 270-887-4232.
4. Question: Why does HWEA issue a Boil Water Advisory?
   Answer: Kentucky Administrative Regulations (401 KAR 8:020) require a Boil Water Advisory whenever water pressure in mains falls below 20 psi. This typically happens during main breaks or maintenance but may occur for other public health reasons. During advisories, we conduct bacteriological tests and lift the advisory only after the Kentucky Division of Water approves test results.

6. Question: I'm late paying my bill, when might my service be disconnected?
   Answer: Under City Ordinances, HWEA will disconnect water service for delinquent payment on the 16th day after the due date.
