About Us
The Norwell Water Department is proud to present our 2017 Municipal Water Quality Report. As required by both the EPA and MassDEP, this annual report outlines our water sources, content analysis, and the protective measures we implement to ensure your safety.
In 2017, we conducted over 400 tests examining more than 75 potential contaminants. Eight regulated substances were detected in our water supply, but all were significantly below EPA maximum contaminant levels (MCLs) or action levels, as detailed in our water quality testing table.
For questions about your water system, please contact Water Superintendent Steve McInnis at 781-659-8076. The Board of Water Commissioners meets on the 1st and 3rd Thursday monthly at 4:30 pm in the Town Hall Water Department Office.
Water Treatment Practices
- The South Street Well Field (Wells 1 and 6) water undergoes filtration to remove iron, manganese and organic color that could otherwise stain laundry, discolor water, and cause unpleasant tastes and odors. Treatment includes chlorine disinfection and potassium hydroxide for pH adjustment.
- The Grove Street Well Field (Wells 2, 3, 5, and 10) receives pH adjustment with potassium hydroxide and sodium hypochlorite disinfection.
- The Washington Street Well Field (Wells 4, 7, and 8) similarly receives pH adjustment and sodium hypochlorite disinfection.
- Well 9 at Bowker Street is used infrequently due to limited production and high iron levels. When utilized, this water receives sodium hypochlorite disinfection.
Our water quality is continuously monitored to ensure effectiveness of current treatment methods and to determine if additional treatment is needed.
Water System Improvements
Following a severe drought in 2016, we implemented a four-tiered water restriction program. Tier one, which limits automated irrigation systems to twice weekly during specific hours, remains in effect year-round. This sustainable approach successfully maintained adequate water supply during high-demand periods in summer 2017.
In 2017, we conducted comprehensive inspections of our three water storage tanks. Based on findings, we'll undertake renovations of the Phillips Drive tank this fall, with additional work planned for the Paradise Drive and Judges Hill tanks. Well #2 improvements are underway, including installation of a new well, submersible pumping system, and facility structure to restore pumping capacity.
Cross Connection Protection
Cross-connections occur when drinking water lines connect to equipment containing chemicals (like air conditioning systems, fire sprinklers, or irrigation systems) or questionable water sources. Contamination can happen when pressure changes force contaminants back into water lines through backpressure or backsiphonage.
Garden hoses and improperly installed toilet valves are common household cross-connection sources. We recommend installing inexpensive backflow prevention devices (hose bib vacuum breakers) on all interior and exterior hose connections. These are available at hardware and plumbing supply stores.

The Town of Norwell is a picturesque community of 11,000 residents located in Plymouth County, approximately twenty miles south of Boston along the North River. Originally settled in 1636 as part of Satuit (later Scituate), Norwell has a rich maritime heritage.
Shipbuilding flourished here during the 18th and 19th centuries, with some of the finest sailing vessels in American history constructed in Norwell, including the Columbia – the first American ship to circumnavigate the globe. In 1849, this area separated from Scituate and was incorporated as South Scituate. In 1888, the town was renamed Norwell to honor Henry Norwell, a dry goods merchant and summer resident who contributed funds for road maintenance.
Today, Norwell is an attractive upper-middle-class community known for its high-quality public services and excellent geographical location. Many professionals choose Norwell for its highly ranked school system and recreational opportunities. The town features numerous conservation areas including Valley Swamp and Stetson Meadows Conservation Land, the Albert F. Norris Reservation, Black Pond Natural Preserve, North River Salt Marsh, Cuffey Hill Reservation, Miller Woods, and the Donovan Property.
