Who We Are
The Bourne Water District, established in 1939 through legislative action, serves as the largest of three water districts within Bourne town boundaries, covering the area from Sandwich to Falmouth on the Cape side of the Canal. Our mission focuses on delivering clean, safe water to district residents through meticulously maintained wells, facilities, and distribution systems.

District Governance
Bourne Water District exists within the Town of Bourne with its own Board of Water Commissioners elected by registered district voters. Our unpaid commissioners include Brian S. Handy (Chairman, serving since 1993), Michael R. Lyons (serving since 1998), and Peter R. Way (serving since 2005). Monthly board meetings occur every 2nd Tuesday at 8:30am and remain open to the public. The annual District meeting takes place on the 4th Monday in April, with commissioner elections held before this meeting.

Staff and Infrastructure
Our team consists of a Superintendent, Treasurer/Office Manager, 2 Clerks, Foreman, Station Operator, and 5 Crew members. Our equipment includes 7 pumping stations with combined capacity of 4950 GPM, 2 transfer stations delivering 2550 GPM into the system, 8 lime treatment stations processing 7150 GPM with 3% lime slurry, and 4 water storage tanks holding 4,400,000 gallons in reserve.

System Statistics
The district maintains 115 miles of main lines ranging from 2" to 20" diameter from Sandwich to Falmouth. We service 6428 total connections (6058 active) and serve approximately 11,500 winter residents, expanding to over 35,000 in summer. Our average annual production is 490,000,000 gallons, using approximately 58,000 pounds (29 tons) of lime yearly for corrosion control. Our unaccounted water percentage was 8.9% in 2011 and improved to 7.3% in 2012.

  1. Why is my water usage unusually high?
    Several factors may contribute to excessive water consumption. First, check for leaking toilets or plumbing fixtures. Other causes include intensive summer lawn watering or possibly meter reading errors. For questions about usage, please contact our Billing Personnel who will gladly verify your reading.
  2. What is the cost to connect to the Public Water System?
    The Standard Residential Fee for Water Service connection is $3,250. Additional fees may apply for commercial and industrial connections. Please contact our Engineering Division for detailed information.
  3. What is the fee to connect to the Sanitary Sewer System?
    The Standard Residential Fee for Sanitary Sewer Service is $3,500. Additional fees may apply for commercial and industrial connections. Contact the Engineering Division for more details.
  4. What should I do if sewage is backing up in my home?
    There are two types of backups: internal plumbing issues (occurring only when using fixtures) require a plumber's assistance. If sewage backs up from the City Sewer System into your home, contact the Sewer Department during business hours at (860) 638-3500 or Central Dispatch at (860) 346-8621 after hours.
  5. Who's responsible for sewer lateral problems in the street?
    Property owners are responsible for the lateral up to and including the "Y" connection at the main sewer line.
  6. My tap water appears discolored or tastes unusual - what should I do?
    Please contact the Water Sources Superintendent with all water quality concerns.
  7. Where does my tap water come from?
    Middletown currently maintains two active sources: Mount Higby Reservoir and the River Road Well fields. For additional information, please review the water quality report.
  8. When should I pay my water bill?
    Bills must be paid within 30 days from the first of the month in which you receive them.
  9. How frequently am I billed?
    Residential customers are billed twice yearly (May and November). Larger water consumers receive monthly bills.
  10. Is my tap water safe to drink?
    Yes! Water from the Middletown Water Department is thoroughly tested and extremely safe for consumption. We continuously monitor and test the water supply. For additional details, please see our Water Quality Report.
